CHF International is a non-profit international development organization acting as a catalyst for long-lasting positive change in low and moderate income communities around the world, helping them to improve their social, economic, and environmental conditions. With funding provided by the United States Agency for International Development (USAID), CHF International in the West Bank and Gaza is implementing a local governance development program titled; Local Democratic Reform (LDR)-Tawasol. The program aims to develop an enabling framework for an effective, empowered and democratic local governance system in the WBG. CHF is seeking to recruit a highly organized, dynamic, motivated and qualified individual to assist in coordinating, liaising, and following upon major issues of the National Component of the Program under the direct supervision of the National Component Team Leader (NCTL) as follows:

Public Institutions Development and Capacity Building Manager

Location: Ramallah- WB
Duration: Up to 18 months

The Public Institutions Development and Capacity Building Manager is expected to undertake the following duties and responsibilities:

Public Institutions Development and Capacity Building Manager will focus on the detailed design, implementation
and supervision of CHF Local Democratic Reform (LDR) Program activities in support of the Ministry of Local

Government (MoLG) Guidance and Monitoring and Policy Development Units.
Public Institutions Development and Capacity Building Manager will report to the LDR Public Administration and Development Specialist and will

coordinate all activities closely with MoLG assigned team. The post will be based in the CHF/LDR office in Al-Bireh
with the majority of working time spent in the MoLG.

Key Responsibilities
-Identify key areas of needed capacity building, institutional development and policy support as they relate to the two units within two distinct project frameworks;
-Develop detailed terms of reference and consultants' scope of work for each of the two units support projects;
-Manage the procurement process for all needed specialized and support services as well as equipment and commodities;
-Develop the implementation and expenditure plans for the two support projects;
-Supervise the implementation of all activities whether directly implemented by CHF or through external resources;
-Monitor implementation of activities against set benchmarks and report regularly to CHF, MoLG and the donor;

Key Qualifications, Experience and skills:
-University degree in a related field (Public Administration, International Development, Management or relevant fields).
-At least 58- years experience in the design and implementation of development and institutional reform projects
-Significant experience working with an international donor agency in the design and management of support activities particularly addressing national institutional development.
-Excellent organizational, project implementation and reporting skills
-Excellent written and verbal skills in both Arabic and English Language.
-Excellent communication and interpersonal skills
-Experience in working with USAID-funded projects is a plus.
