Reporting to: Communications and Outreach Specialist
Estimated Duration of Assignment: 45 Days (on/about July 23, 2017 – on/about September 30 2017)
Background
USAID funded Palestinian Renewable Energy Project, intends to support the Palestinian Authority’s efforts to modernize and diversify the Palestinian electricity sector. The project goal is to significantly advance the Palestinian energy sector to promote affordable and sustainable energy independence in the West Bank. The project will focus on improving electricity access and reliability by strategically incorporating Renewable Energy, which will increase Palestinian control of its electricity supply and improve affordability over time.
Objectives:
Develop the capacity of targeted Electricity Distribution Companies (DISCOs) to enable them to design and implement a public relations strategy to increase consumer acceptance of new loss reduction strategies and activities by supporting DISCOs to change consumer paying behavior to support a reduction in commercial losses. This will be accomplished by training DISCOs personnel on the public relations approaches including conducting consumer roundtable meetings, workshops, developing public and social media activities, designing point of sale messaging and preparing press releases. Public relations support will be an ongoing activity for the life of project.
Scope of Work
The consultant will work with DISCOs’ PR staff on reviewing their current PR strategies and approaches. This will include the preparation of a report on current communications and outreach capacity as well as a the development of a guideline on designing PR approaches to reach out to specific consumer groups. The consultant will work with DISCOs PR staff on designing, developing and implementing a PR campaign. The consultant will also monitor and report on the progress of reaching out to identified consumer groups.
Tasks
The objectives of the assignment is to further increase consumer acceptance of new loss reduction strategies and activities.
- The consultant will assist DISCOs to implement public relations strategies to increase consumer acceptance of new collection methods and loss reduction strategies and activities.
- The consultant shall review DISCOs current PR approaches and strategies that target consumers. This will include a review of public outreach activities targeting various consumer groups, which will include industrial, commercial and residential customers, as well as a focus to women, youth, civil groups and Bedouin communities.
- The consultant will build DISCOs staff capacity to design, develop, and implement a public relations strategy that may include campaigns that will inform the public regarding changes to loss reduction strategies and activities. The consultant will deliver five workshops for media and PR staff at DISCOs on Planning & Managing PR Campaigns.
Deliverables
To correspond to the above tasks, and working with PREP team, the consultant will be responsible for the following deliverables:
- Develop a detailed work plan and time schedule of activities within five days of fully executing the consultancy contract in English (soft and hard copies).
- Report on current communications and outreach capacity in English (soft and hard copies).
- Guideline Report on designing PR approaches to reach out to specific consumer groups in Arabic and English (soft and hard copies).
- Final Public Relations Strategy in Arabic and English (soft and hard copies).
- Campaign Implementation Plan in Arabic and English (soft and hard copies).
- Five workshops conducted and completed for PR staff (attendance sheet, attendees knowledge evaluation from, consultant recommendations) in English (soft and hard copies).
- Progress Monitoring Report in English (soft and hard copies).
- Final Evaluation Report English (soft and hard copies).
Qualifications
- Strong experience in planning, managing, monitoring and evaluating PR strategies and PR campaigns.
- Minimum of 7 years’ experience in public relations, journalism, media or communications, or any other relevant field.
- Minimum of BA degree in public relations, journalism, media or communications, or any other relevant field.
- Excellent verbal and written communication skills and demonstrate ability to produce high quality reports in Arabic and English.
- Ability to work with teams within DISCOs and other stakeholders to ensure the delivery of a high quality product in a timely manner.
- Excellent computer skills, especially Microsoft Office productivity tools (Power Point, Word and Excel).
Time Frame and Level of Effort of the Consultancy
The total estimated LOE for this assignment is 45 working days.
