QA/QC & Safety Manager

Consulting Engineering Center (CEC) is an independent and integrated Consulting Engineering firm.
We provide a comprehensive service in the Study, Design, Construction Supervision and Management of Water, Wastewater, Environment, Dams and Transportation projects.
CEC is looking for experienced professional QA/QC & Safety Manager for the Infrastructure Management Projects in Gaza Strip according to the following:

Duties & Responsibilities:

-Review and comment on Contractor’s safety and quality control plans and submittals
-Issue Quality and Safety notices.
-Develops and conducts employee safety and health training programs, and new employee orientation.
-Monitors and oversees contractor safety program and safety professionals.
-Manages the Injury Management Program.
-Manages the Environmental programs.
-Manages Site Security.
-Manages the Emergency Response Procedures.
-Manages project safety and health performance.
-Liaise with plant operations and programs.
-Manages Safety Committee.
-Conducts incident, injury/illness and near miss investigations.
-Coordinates activities of the on-site Medical Services provider.
-Writes detailed investigation and safety and health progress reports.
-Develops and implements safety and health programs that assist the project to meet project, company, and division safety and health goals and expectations.
-Assists the Construction Contractor in development of task specific Job Hazard Analysis.
-Participates in the monthly Construction Contractor management meetings.
-Participates in the weekly site coordination meeting with all onsite contractors.
-Provides supervision, training, development, and performance management of direct reports.
-Acts as mentor to other safety and health professionals.
-Adheres to safety and quality standards as applicable to duties and accountabilities.
-Conducts routine site safety and health inspections and safety and health program audits.
-Administers project specific safety and health and loss control programs and processes.
-Establishes, implements, and maintains site quality program. Coordinates with engineers, suppliers, contractors, regulatory representatives and Field Staff to monitor work and provide verification that the work is performed in accordance with the Construction Contractor scope.
-Monitors work on-site for adherence to applicable codes and specifications.
-Perform routine Surveillance/Audits of site Contractor Quality Control Programs.
-Establish construction inspection and test plan, and track inspections/actions identified.

-Monitors site testing such as soils testing, concrete placement and grout breaks, and hydro tests, for acceptance and verify tests are properly documented.
-. Reviews documentation for the certification of construction and testing equipment.
-. Identifies, tracks, and expedites resolution to non-conformances, participates in corrective actions, and ensures appropriate resolution and documentation occur.
-. Reviews and approves turnover package documentation prior to handoff to Startup
-. Assists in the coordination of punch list walk downs/inspections; establishes and manages the punch list.
-. Assure quality records and “as-built” information are being documented.
-. Report quality audit results and performance.
-. Assist contractors in pre-planning quality into their work activities.
-. Collates Quality Control documentation for final handover to Owner.
-. May act as project fill-in for lower level quality professionals.
-. Acts as mentor to other quality professionals.

Work Experience & Qualifications:

Must hold a degree in engineering with signification work experience of not less than five (5) years of which two years in infrastructure projects. Experience in establishing and implementing QA/QC and safety programs. Experience in working with USAID and local entities is a plus.
