CHF International is implementing a labor-intensive infrastructure/jobs creation program in the West Bank and Gaza with funding from the United States Agency for International Development (USAID). This Emergency Jobs Program (EJP) will provide targeted skilled and unskilled emergency employment opportunities through small-scale, labor-intensive infrastructure projects in close collaboration with public and private sector entities, communities, and local organizations in the West Bank. CHF International is seeking qualified candidates to assume the following position:
Regional Coordinators (4 positions)
The Four Regional Coordinators will be based in each of the program offices – Hebron, Ramallah/Al-Bireh, Nablus, and Gaza City. When applying, the applicant should indicate for which location(s) he/she would like to be considered.
Duration: 11 months
Responsibilities:
The Regional Coordinators will be responsible for identification of labor intensive infrastructure projects, and for liaison with community partners. They will manage sub-awards and sub-award compliance, and will track the day-to-day progress of sub-awardees against work-plans. During and after completion of the project, they will work with the community to ensure maximum impact and sustainability. They will research the potential for long-term impacts on the community, and will identify possible sources of leveraging/match. The Regional Coordinators will also be responsible for required project reporting. They will work closely with the visibility/outreach department on outreach activities, and on monitoring/evaluation activities in coordination with the monitoring/evaluation department. The Regional Coordinators will also work closely with EJP’s Infrastructure Team to ensure the soundness of designs/BoQs, manage the tendering process, and monitor progress and quality control at work sites.
Key qualifications:
-A degree in development, the social sciences, civil engineering, international relations, or related field with experience working on international development programming.
-At least 5 years of experience in community and international development, preferably in project coordination, management of field teams, grants management and supervision. Past experience working on infrastructure/jobs creation programs a plus.
-Prior experience with USAID-funded awards strongly preferred.
-Experience in designing outreach strategies to ensure participation by a variety of stakeholders.
-Excellent report writing skills in English and Arabic.
-Experience in conducting field assessments, coordinating focus groups, and ensuring community participatory approaches in project design, implementation and monitoring.
-Ability to work under pressure and willingness to travel frequently to project locations and a valid driving license.
