CARE is seeking a Regional Economic Empowerment Manager whose role is required to strengthen the technical quality of CARE’s Women’s Economic Empowerment programmes in MENA through building the capacity of CARE’s national teams and to support the engagement with appropriate external partners, networks and alliances. Through the facilitation and co-ordination that this role will bring to the region, it is expected that CARE’s collective impact around advocacy related to women’s economic empowerment will be enhanced.

This position is intended to be filled by an experienced programme manager, preferably, with experience of living and working in the region, and building strategic partnerships with external organizations. It is proposed as a home-based position located in any of the following locations where CARE has an office: Amman/Cairo/Jerusalem/Ramallah/Tbilisi/Gaziantep.

Frequent travel to country offices including Egypt, Jordan, West Bank & Gaza, Turkey, Lebanon, Iraq and Yemen (subject to security clearance) will be an essential requirement. This role will collaborate with project teams in multiple COs on a day-to-day basis to carry out his/her responsibilities. This is an exciting time to join the CARE MENA Regional Management Unit team to contribute to this leading INGO’s Regional Strategy with its strong commitment to contribute to CARE’s global Women’s Economic Empowerment objectives.

Primary Skills:

-    Degree level qualification in business studies, economics, international development studies or a related discipline
-    Demonstrable experience in programming management and/or designing and implementing Women’s Economic Empowerment-specific programmes in humanitarian or development settings.
-    Proficient in reading and speaking English
-    Strong facilitation skills with ability to moderate group discussions on sensitive topics
-    Experience of developing and implementing Women’s Economic Empowerment-specific projects
-    Track record of successfully designing new Women’s Economic Empowerment projects including leading technical design of proposals.
-    Excellent representation skills
-    Excellent interpersonal skills
-    Effective in influencing and negotiating
-    Experience of conducting gender analysis and assessment.
-    Strong analytical skills and ability to design and direct research, baselines, needs assessments and evaluations.
-    Proven ability to build partnerships with diverse civil society actors especially private sector, women’s organisations, government departments, academic institutions and INGOs to secure commitment around common goals.
