Job Description

OBJECTIVE OF THE POSITION:

Under the supervision of the Health Project Manager and in close collaboration with the Technical Unit (RTU), the Rehabilitation Officer accompany project’s staff, partners and relevant actors and stakeholders in the implementation of the project and contributes to the project’s MEAL. S/he is responsible to support project/s teams (HI and partners) of the mission in his/her field of expertise, along all phases of the project cycle management, but with focus on projects’ implementation and monitoring. He/she will support the development of the staff technical competencies, as well as the mobilization the external local technical resources, when necessary, to ensure the quality of their intervention with projects stakeholders, the project officer contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where s/he is based. The project officer contributes to the implementation of his/her project, ensuring the optimal quality and the impact of the project. S/he works closely with the program technical team.

 

Responsibilities:

Mission 1: Operational implementation

Responsibility 1: Contribute to project planning and implementation in line with the existing frameworks

  • Contribute to planning and preparing activities, tools and the associated resources, and implement the action plan in conjunction with the support services and the technical unit.
  • Ensure that activities are implemented and that resources are correctly allocated as authorized by the project manager.
  • Ensure regular reporting of activities, and contribute to the internal and external reporting as requested by the project manage with respecting the due deadline
  • Contribute to identifying areas of the project in which adjustments are required and put forward adaptations to the project manager.
  • Contribute to the drafting of MoUs , amendment requests when asked by the project manager.
  • Contribute to coordination with the local stakeholders and to monitoring the partnership relationship with the project partners.
  • Ensure that project documents and information are properly archived.
  • Contribute to the development of a gradual technical exit strategy jointly with the partner team;
  • Assess and refine the successful activities and start to address the remaining issues,
  • Develop/revise a capacity building plan based on the partner analysis with a timeline to support their capacity building by involving the partner in the process,
  • Supervise/mentor the technical team at the partner level and get the partner senior technical management engaged in daily realities as required,
  • Monitor, evaluate and report regarding the capacity-building progress.
  • Address any ad-hoc challenges.

Responsibility 2: Contribute to project monitoring, evaluation, accountability and learning

  • Contribute to project monitoring, specifically activity progress indicators and the expected outcomes.
  • Contribute to project evaluations at the request of the project manager, and ensure that project evaluation recommendations are followed.
  • Contribute to the setup and smooth running of accountability mechanisms.
  • Contribute to project learning.
  • Contribute to the development of high complexity data collection tools for documenting indicators, collecting data in relation to core tasks, and contributing to the measurement of the progress made, under the lead of RTU and MEL ; develop low/ medium complexity data collection tools in collaboration with the Regional Technical Unit ( RTU)& MEAL at
  • Support the Project Manager in analyzing the data collected and in identifying necessary adjustments in the project implementation framework to improve the quality and impact of the intervention
  • Contribute to the identification of good practices under the project
  • Develop case studies and success stories to illustrate changes induced by the project and for communication use
  • Contribute to planning and producing activity reports
  • Contribute to the production of the donor report,
  • Contribute to the preparation and implementation of project quarterly review
  • Participate in the professional network at the national level in the field of expertise of the project
  • Contribute to the development of lesson learning exercises, data collection and analysis, and the production of dissemination document
  • Facilitate the field implementation of project evaluations and of research.
  • Submit weekly / biweekly project progress reports to the PM and team.

Responsibility 3: Ensure project data management

  • Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global standards.
  • Collect and compile project-related data in the relevant database.
  • Facilitate project team activities’ support services needs in coordination with admin/log and finance team.
  • Contribution to project data collection, and preparation of information for the QPRs.
  • Support the PM in monitoring the project budget and follow-up the expenses.
  • Support the project team in preparing and validating the purchase and delivery cycle documents “PSRs, quotations, summary bid analysis, ToRs, log preparations …etc”.  
  • Prepare commitment authorization for the project and partners’ expenses according to the budget tasks codification system and get it signed by PM.
  • Contribute to planning and producing activity reports,
  • Contribute to the preparation and implementation of project quarterly review,
  • Preparing the donation certificates for PM validation.

Responsibility 4: Contribute to the coordination of project teams

  • As authorized by the project manager, facilitate coordination meetings between the project teams and the support services located in the area when necessary.
  • Ensure that the project teams and the support teams (shared and technical services, in particular) work well together in
  • order to facilitate the implementation of the project.
  • Develop capacity assessment tools and accompany its implementation by partner project staff and/or service providers
  • Support the implementation of multidisciplinary rehabilitation sessions that will target people with disabilities and injuries including men, women, girls, and boys through the partner’s teams.
  • Provide on-the-job training and coaching for the partner’s team to ensure that rehabilitation services are provided with good quality for persons with disabilities and injuries.
  • Train project team and partners on project quality standards and ensure its respect in the field.
  • Report to PM any challenges faced in the implementation of the project activities on the level of partners.
  • Support coordination groups’ mechanisms with disability stakeholders in Gaza
  • Analyze the results of the capacity assessment and based on it, develop and adapt capacity building plan, materials, and user’s guidelines for the purpose of training partner staff on its use and implementation
  • Check the quality of purchased and donated materials such as: assistive devices, and wound dressing disposables…etc to be delivered to rehabilitation beneficiaries.
  • Liaise with external trainers and/or consultants to deliver trainings and other project services/ needs.

Responsibility 5: Contribute to external project communication

  • Contribute to HI’s external influence by taking part in networks, when required.
  • Communicate about the project to partners, authorities and stakeholders when relevant.

 

Mission 2: Emergency Preparedness and Response

  • Contribute to the programme’s emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.

  • Minimum 3 years’ experience the field of expertise, in emergency or/ and development context
