OBJECTIVE OF THE POSITION:
Under the supervision of Lead Researcher and in liaison with the Regional Technical Unit (RTU), the Rehabilitation Technical Officer (level 2) is responsible for leading and coordinating the technical assessment of 10 CbRCs in West Bank, aiming to evaluate and plan physical rehabilitation services using a Rehabilitation Management System (RMS) tool.
He/she can also be requested to dedicate up to 20% of his/her time to support the development of MEReP program in his/her field of expertise.
In particular, the Rehab TO L2 will:
Lead and coordinate the technical assessment with the project team composed of (Rehabilitation Technical officer (TO), Project Officer (PO), Speech therapist, audiologist and ophthalmologist);
Assess the performance of a rehabilitation services in 6 core areas using RMS tool: Service Users, Service Outputs, Staff, Equipment & Supplies, Finances, and Management Processes;
Review and finalize the technical assessment carried out by the Rehabilitation TO (types, methods, approaches, and quality of physical and functional rehabilitation service delivery followed at CbRCs, with specific focus of occupational therapy, physiotherapy and assistive technology);
Identify and analyse gaps and good practices in the technical capacity of CbRCs across UNRWA areas of operation;
Draft an action plan based on the findings of RMS assessment to recommend the specific nature of technical and financial support required to build the capacity of the assessed CbRCs.
Ensure regular exchange and update meetings with the lead researcher related to the progress of the assessment, any constrains/challenges
REPONSIBILITIES:
Responsibility 1: Support the development of the project’s methodological framework and contribute to quality control in the field of expertise through technical guidance and field support to the team
Tasks:
Develop a detailed technical framework in reference to international standards on Minimum quality standard for rehabilitation service provision
Collaborate with the Lead Researcher and MEAL to develop tools to collect data to assess the quality of rehab services that is responsive to national and international rehab quality standards
Coach and train the the assesment team on the rehab quality standards/ criteria and data collection tools to ensure the quality of implementation
Responsibility 2: Contribute to quality control in the rehabilitation field through technical guidance & active participation in the project implementation.
Tasks:
Participate in data collection together with the project team and in collaboration with MEAL team including rapid needs assessments, joint assessments, monitoring, evaluation, and cross-sectoral learning
Provide regular reports to the Lead researcher
Review and develop of methodologies and tools relevant to the needs of UNRWA and HI teams,
Ensure tools are tested, and validated by the regional technical unit before implementation and that the team is capacitated to apply them
Analyze and report the findings of the technical assessment for each center of the and contribute to the final report.
Responsibility 3: Support the implementation of project activities
Coordinate with the project team to ensure that the assessment is completed in the most effective and efficient way.
Coordinate and support any activities that require the rehab area of expertise
Ensure project activities are carried out with cultural sensitivity while promoting gender equality and inclusion of marginalized groups and individuals in the project
Work with the project teams to ensure access and participation of women, men, boys and girls in project interventions.
Responsibility 4: Facilitate project lessons learning and its dissemination and support the field implementation of researches.
Identify, analyse and document the good practices/lessons learnt of the project
Organize dissemination among the project stakeholders and among national stakeholders (government, NGOs, donors) involved into similar field of expertise;
Participate to professional network at national level in the field of expertise of the project
Participate to relevant Clusters and/or Working Groups related to the field of intervention at national and/or local level, exchange good practices in the field of expertise and provide technical inputs to the development of Clusters’ and/or Working Groups’ technical documents when relevant;
Regional role:
in collaboration with RTU and MEAL, contribute to MEReP’s knowledge managent in the areas of professional competency;
Coordinate with the RTU to share MEReP learning and gain from other programmes knowledge and experience.
Responsibility 5: Support the development of new projects
Collect Government policies and technical materials produced by government departments and NGOs in the field of expertise;
Participate to the development of new projects into the field of expertise;
Regional role: support technical assessments in other countries of MEReP program in his/her field of expertise.

THE SUCCESSFUL CANDIDATE
Bachelor’s degree, preferably post-graduate studies or a degree in physiotherapy or occupational therapy..
At least 5 years of experience in delivering rehabilitation services
At least 5 years of experience in conducting technical assessments of rehabilitation services
Experience in applying gender, age and disability dimensions in research and assessment
Solid understanding of the twin-track and rights-based approaches to disability mainstreaming
Strong substantive, technical, programmatic, and research skills in rehabilitation.
Ability to communicate and inspire others
Ability to influence, network, and collaborate with government, NGOs, and other stakeholders
Ability to work in a team
Demonstrated ability to develop and apply tools
Proven experience in development and provision of training and coaching
Excellent writing skills
Ability to work with partners
Knowledge of referral mechanism
