OBJECTIVE OF THE POSITION:
Under the supervision of the DRM Project manager and in close collaboration with the Regional Rehabilitation Technical Field Specialist, the Rehabilitation Technical Officer role is to guarantee the quality of HI rehabilitation’s activities in line with HI policies and strategy.
He/she is responsible to support project/s teams (HI and partners) of the mission in his/her field of expertise, along all phases of the project cycle management, but with focus on projects’ implementation and monitoring. He/she will support the development of the emergency volunteer’s technical competencies, as well as the mobilization the external local technical resources, when necessary, to ensure the quality of their intervention with projects stakeholders.
He/she will also contribute to the development/ implementation of HI’s Rehabilitation and Advocacy strategy in oPt, and can also be requested to dedicate up to 20% of his/her time to support the development of MEReP program in his/her field of expertise.
Responsibilities:
Responsibility 1: Develop the technical competencies of the project team and project actors.
- Define global training plan and training package to project partners in the field of expertise including needs assessment tools, capacity building plan and related materials, pre-post tests, trainers’ manual…
- Provide technical support to project partners’ rehabilitation teams/ volunteers in respect with HI rehabilitation strategy.
- Ensure the supervision of the Partner’s rehabilitation staff/ volunteers through field visits, case management meetings, and files follow up in order to supervise the quality of the rehabilitation services delivered.
- Ensure regular trainings to partners’ staff/ volunteers according to the needs identified.
- Ensure regular evaluation of the technical tools and documentations used by partners and HI project team.
- Ensure appropriate provision and follow-up of quality Assistive devices and other Assistive Products and medical consumables.
- Identify locally available external skills and expertise that could contribute to the quality of the project intervention in the in the areas of professional competency;
- Coordinate with Regional Rehabilitation Technical Field Specialist to gain from other programmes knowledge and experience.
- Support the Project Managers and Project Officers in recruitment from a technical perspective;
- Regional role: in collaboration with RTU, provide training to other MEReP staff on specific skills when requested.
Responsibility 2: Contribute to quality control in the field of expertise through technical guidance and support to the team
Support the PM in developing adapted tools to measure indicators in the field of expertise and in analysing collected information
- Provide regular reports to the project manager and regular updates to the Regional Rehabilitation Technical Field Specialist.
- Review and develop of methodologies and tools relevant to the needs of the project and partner team,
- Ensure tools are tested, and validated by the regional technical unit before implementation and that the team is capacitated to apply them.
- Build the technical and training capacity of HI field staff and operational staff, through formal and informal trainings and technical supervision framework, promoting evidence-based practice;
- Regular field visits to project areas to provide feedbacks and support to the project and partner.
Responsibility 3: Facilitate project lessons learning and its dissemination
Develop tools for collecting information measuring the project impact in close collaboration with the Regional Rehabilitation Technical Field Specialist and in liaison with RTU and MEAL
- Collect identified data and contribute to their analysis
- Identify the good practices/ lessons learnt of the project
- Contribute to the good practices / lessons learnt analysis and documentation under the supervision of the Regional Rehabilitation Technical Field Specialist and in liaison with the RTU and MEAL staff.
- Organize dissemination among the project stakeholders and among national stakeholders (government, NGOs, donors) involved into similar field of expertise
- Participate to professional network at national level in the field of expertise of the project in collaboration with the Regional Rehabilitation Technical Field Specialist and in liaison with the RTU.
- Participate to the Health Cluster, Trauma Working Group and other Working Groups related to the field of intervention at national and/or local level
- Provide technical inputs and support in development of technical documents as necessary in clusters and, working groups etc.
- Regional role:
- in collaboration with RTU and MEAL, contribute to MEReP’s knowledge management in the areas of professional competency
Responsibility 4: Inform the development of new projects
- Collect Government policies and technical materials produced by government departments and NGOs in the field of expertise
- Participate to the development of new projects into the field of expertise
- Regional role: support technical assessments in other countries of MEReP program in his/her field of expertise
Responsibility 5: To participate actively in the design and implementation of the Rehabilitation strategy of intervention
- Provide technical support in order to guarantee harmonized protocols and activities in the different areas of intervention of the on-going programs
- Identifying potential opportunities for activities development/evolution
- Contribute to the strategy writing with the line manager
- Participate in needs assessment and appropriate response sizing
- Contribute to the writing of the strategy, of proposals and participate in technical discussions
- Participate in the external technical coordination meetings (Working groups).
- Ensure all HI staff understand the Rehabilitation strategy and are able to implement and promote it through proposing internal information or awareness sessions, training, tools, etc. depending on the needs at each level

Job profile requirements:
- Bachelor degree in occupational therapy or physiotherapy
- Masters of Disaster Risk Management or related studies would be an asset
- Other certificates demonstrating continuous professional development especially on Disaster Risk Management and early rehabilitation
- At least 5 years of professional experience in the field of vulnerability/ disability
- At least 5 years of professional experience in the field of rehabilitation.
- Experience working with non-governmental organizations.
- Experience with Humanitarian Agencies
- Experience providing technical advice and coaching to teams on disability/vulnerability issues.
- Knowledge of the general inclusion concepts and frameworks such as disability rights and disability creation process is an asset
- Ability to work in a multidisciplinary and multicultural team and autonomously.
- Demonstrated ability to develop and apply clinical tools
- Proven training skills
- Excellent reporting skills
- Ability to work with partners and humanitarian actors
- Knowledge of referral mechanism
- Ability to develop accessible information materials
