GENERAL PROGRAM SUMMARY:

The Gaza Health Recovery Activity (GHRA) objective is to improve health outcomes and psychosocial well-being for people in Gaza through the restoration of NGO health services across the Gaza Strip. GHRA is a five-year program funded by USAID led by Anera and implemented in collaboration with key consortium partners.

The Reporting and Monitoring Manager will play a pivotal role in overseeing and managing all Monitoring, Evaluation, Accountability, and Learning (MEAL) activities for the GHRA. The role will involve developing robust reporting mechanisms, data management, and analysis frameworks to ensure timely and accurate reporting to USAID and other stakeholders. The Reporting and Monitoring Manager will be responsible for data-driven insights that help steer strategic project decision-making, enhance program quality, and ensure compliance with USAID requirements.

Job Requirements

GENERAL ROLES and RESPONSIBILITIES: 

Job Summary: Manage and oversee all the Monitoring, Evaluation, and Learning activities and preparation of donor reporting for the GHRA program.

General Duties:

  1. Experience in performance measurement, evaluation, learning, and knowledge sharing: including indicator selection, target setting, reporting, database management, Data Quality Assessment (DQA), MEL capacity building, facilitating learning events, report writing, Collaborating, Learning and Adapting (CLA), and developing Monitoring, Evaluation and Learning Plans (MELP).
  2. Develop and implement a Monitoring & Evaluation plan including performance indicators, establishing baselines and methodology, including developing gender-sensitive indicators. 
  3. Manage and lead the development of the data for the impact and output indicators as part of the MEL plan.
  4. Lead and supervise the collection, analyzing, and reporting of data generated by project activities
  5. Monitor the sustainability of the various project's results.
  6. Undertake regular monitoring visits to the project sites independently or together with the program technical team.
  7. Prepare quarterly and annual progress reports in cooperation with the technical team in the Gaza Strip.
  8. Assist with project evaluation (both internal & external) 
  9. Manages the relationship with the survey and evaluation companies, organizes, and facilitates focus group surveys with project participants.
  10. Oversees preparation and distribution of periodic and ad hoc program reports. 
  11. Responsible for impact analysis on data collected by the program.
  12. Serve as a positive example to all Anera MEL and reporting staff - train and mentor them to contribute to an atmosphere conducive to personal growth and development, in accordance with Anera’s commitment on national staff capacity building.
  13. Stay up to date with new MEAL regulations or procedures communicated by USAID.
  14. Exhibited a strong dedication to the principles of gender equity, diversity, belonging, and inclusion. 
  15. Demonstrated commitment to the Prevention of Sexual Exploitation and Harassment (PSEAH).
  16. Any other duties as may be requested by the direct supervisor.

Job Requirements:

  1. MA or equivalent in international development or relevant field.
  2. Experience doing MEAL and reporting for USAID grants is a must.
  3. Experience doing gender analysis and mainstreaming as part of MEAL and Reporting.
  4. At least 10 years experience working in MEAL and reporting for grants funded by USAID and other donors.
  5. At least 7-10 years in performance measurement, evaluation and research, learning, and knowledge sharing: including indicator selection, target setting, reporting, database management, Data Quality Assessment (DQA), MEL capacity building, facilitating learning events, report writing, Collaborating, Learning and Adapting (CLA), and developing Monitoring, Evaluation and Learning Plans (MELP).
  6. Excellent communication, organizational, and prioritization skills and the ability to multi-task and support and/or fill multiple positions at one time. Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with team members.
  7. Demonstrated experience in using statistical packages such as SPSS to analyze and report on data. 
  8. Demonstrated experience in survey design, implementation, and analysis of survey data.
  9. Demonstrated experience in producing high quality reports for USAID and other donors.
  10. Knowledge of indicator frameworks and MEAL methods utilized by USAID for international development projects. 
  11. Knowledge of and experience in USAID MEAL guidelines and requirements.
  12. Fluent in Arabic and English.
  13. Demonstrated ability to write accurate and timely reports in English at a level of native fluency.
