UNRWA is the largest United Nations programme in the Middle East. It provides education, health care, relief assistance and social services to Palestine refugees. Currently, UNRWA is implementing a cash-for-work program in the West Bank to assist the most vulnerable Palestine refugees affected by loss of income through the provision of temporary employment in UNRWA installations as well as Municipalities and village councils. 1- NATURE OF SERVICE:
The Reporting Officer works within the scope of achieving UNRWA West Bank emergency employment programme goals through effective communication and teamwork. He/She will be specifically in charge of the collection, consolidation and circulation of all information (operational and financial) on the programme to ensure transparency, monitoring and communication of/on the programme’s achievements.
2- FUNCTIONS AND RESPONSIBILITIES:
In accordance with Agency policy and procedures, the incumbent drafts a communication and reporting strategy to strengthen capacity and document progress, impact and lessons learned from the Emergency Employment Program; coordinates with Public Information Office to maximize the visibility of the programme; plans monitoring activities in line with project’s weekly action plan; reviews incoming operational and financial reports in terms of completeness and a compliance with regulation and requirements; monthly consolidation of the collected data and evaluation of monitoring indicators based on objectives; monthly feedback to implementing staff on monitoring/ evaluation indicators; organises, facilitates and accompanies external/internal visits to the project sites; produces narrative and financial reports for donors, UNRWA and other stakeholders; assess needs for capacity building of programme’s monitors; builds monitoring and evaluation capacities of implementing staff; prepares communication/visibility materials; develops programme’s filing system; performs such other duties as may be assigned.
3- DUTIES APPLICABLE TO ALL PROGRAM STAFF:
- Maintains information sharing within the program team.
- Documents program methods and approaches to facilitate and to inform strategy.
- Participates in and contribute to meetings.
4- LATERAL RELATIONSHIPS:
Ensure and maintain effective relationships with UNRWA Public Information Department, External Relations Department and Emergency Appeal Coordination Unit.
5- EXPECTED DELIVERABLES:
The Reporting Officer shall prepare and submit the following reports, studies and or proposal to UNRWA during the term of this assignment:
- Monthly and quarterly report of activity (monitoring and evaluation report).
-Quarterly report on programme’s impact
- Projects proposals/ Concept papers
- Projects’ Interim Report
-Projects’ Final Reports
6- MINIMUM QUALIFICATIONS:
- A university degree in a field relevant to the work profile, English Literature, Development Studies, Management or Business Administration, Master degree in relevant discipline is desirable.
-Minimum 3 years similar experience
- Sound experience in social assistance or community development projects
- Sound experience in project proposal/report writing
- Relevant experience in monitoring and evaluation.
- Self supporting in IT (Windows, spreadsheets, word processing).
-Excellent English proficiency (spoken and written)
7- SPECIAL CIRCUMSTANCES: Travel throughout the West Bank and visit program sites, UNRWA refugees’ camps and municipalities
8-CONTRACT DURATION : 4 Months (Renewal subject to performance and availability of Funds)
9- MONTHLY BASE SALARY : :$2000
