Mercy Corps seeks the services of competent consultancy firm/teams of individuals which can provide desk review and qualitative research and analysis; to carry out a Labour Market Needs Assessment for Gaza’s Digital Economy (D-LMNA).

Background:
Mercy Corps is a nonprofit international relief and development organization serving more than 19 million people in 36 countries. Mercy Corps has had a presence in the West Bank and Gaza since the 1980s, helping Palestinians meet their immediate needs for survival and find durable solutions to chronic problems. With offices in East Jerusalem, Ramallah and Gaza City, Mercy Corps implements programs throughout the Palestinian territories.
The Palestinian Community Assistance Program (PCAP) is a USAID-funded program which, in part, supports the professional development of youth preparing to enter Gaza’s workforce.  Gaza’s ICT sector is one focus of Mercy Corps’ PCAP Economic Recovery program.

Consultant Capacity, Qualifications and Skills:
This consultancy is open to Firms or to teams of individual consultants, who offer senior experience in the following areas:  ICT consulting (analytical, rather than programming), labour economy and social research design, qualitative research and analysis, and an understanding of a wide range of Gaza’s economic sectors.  The Consultant(s) background must show a high level of analytical and presentation skills.  Strong English and Arabic skills will be essential to the conduct and translation of research.

The team may consist of any number of individuals who, collectively, bring this background to the D-LMNA.  The team should include one note-taker / writer tasked with the complete and timely sharing of interview reports.
The total anticipated level of effort (LOE) is 47 days, including submission of the final report. The expected timeframe [20th of November, 2012 to 28th of February, 2013].


RFP Collection :

Consultants can start collecting the RFP from Mercy Corps Gaza Office, 2nd Floor - Abu Ghalioun Building 2 during normal working hours; from Wednesday  7th  November, 2012. Normal working hours are 8:00 am to 4:00 pm, Sunday to Thursday up to Sunday 18 November 2012

Questions / inquires about RFP:
Consultants can send their questions about the RFP to the following email address not later 18 Nov. 2012 by maximum 04:00pm.

Answers to the questions will be sent to all participating consultants by 19 Nov. 2012.

Pre-bid Meeting:
On Sunday 18th November, 2012 at 01:00pm , a pre-bid meeting will be held at Mercy Corps Gaza Office. General information regarding this RFP will be discussed at this meeting.

Submission:
Technical and financial proposals along with the RFP should be submitted in a sealed envelope provided by Mercy Corps, addressed to:

The Sealed Offer must bear the name of the offering contractor and be delivered to Mercy Corps’ Gaza Office; and must be delivered before12:00 PM on Thursday  22nd   November, 2012.
