Background and Introduction
The Community Media center (CMC) is an independent nongovernmental organization based in Gaza. CMC was established and started working at the beginning of 2007 through an initiative from a group of activists in the civil and media work. The center aims to promote and activate Palestinian media role towards humanity issues, and to highlight it through different means of media, aiming to help creating suitable opportunities to solve them and to improve the living conditions, through working on many projects which contribute achieving an active Palestinian media representing the Palestinian community issues.
CMC is implementing " Youth Issues in Documentaries” project, in partnership with CRS and funded by USAID. The project aims to document youth issues, to attract the decision makers' attention to get them aware of these issues, and to involve relevant stakeholders in solving these issues.
Under this solicitation, CMC seeks a qualified external evaluator who will be responsible for the full evaluation process.
Project Duration:
One year (starting 20/07/2013 and ending 31/7/2014).
Targeted Groups:
-Media graduates and practitioners.
-Women and men in marginalized areas.
-CSOs
Overall goal:
To contribute to promoting human rights, democracy and accountability in the Gaza strip
Strategic objectives:
-To develop youth skills and active participation in the local community by employing media and audio-visual documentations as a mean to promote human rights and accountability concepts in the Gaza strip.
-To develop CMC staff capacity in general mass media to promote and advocate human rights in the Gaza strip.
Project Activities:
-Training courses (100 hrs in technical skills, 20 hrs in cinema, 20 hrs in human rights and 20 hrs for staff training )
-Production of 10 documentaries (5 films and 5 TV features)
-Workshops for screening the pieces and discussion ( 15; three in each governorate)
-Festivals for screening the pieces.( 5; one in each governorate )
-Capacity development activities for CMC (staff and system)
CMC reason of existence:
The Community Media Center (CMC) is a non-profit, nongovernmental, independent organization founded in January 2007 in Gaza, for the purpose of shedding the light on various community-related issues using the various means and tools of media. CMC seeks to sensitize mainstream media outlets and social media networks in favor of the most vulnerable and marginalized groups in the community.
CMC was founded by a group of civic activists to bridge the gap among mainstream media, decision makers and citizens that often result in keeping the voices and stories of the most vulnerable groups unheard and untold.
CMC seeks to raise the awareness and develop the capacity of younger generation to equip them with the knowledge and skills to know their rights and defend them and report on various human rights violations in their community using means of media to influence lasting positive social change.

OBJECTIVES of this consultancy
The main objective is to evaluate the current project mentioned above and to document lessons learned in order to enhance CMC’s future programing. The issued evaluation report is expected to deliver messages to key players particularly the CMC management and board of directors so they can build on lessons learned and benchmark successes.
Scope of Work:
As described in the objective of this consultancy service, the following activities shall be carried out including all supplies and materials required for achieving the objectives. The consultant shall complete the following tasks:
-Develop a detailed evaluation methodology where approaches, tools and time line of implementation are determined.
-Conduct desk and field work required to capture all aspects under evaluation..
-Drafting an evaluation report where executive summary, methodology, details of work done and its results, in addition to recommendations and success stories – if any- are documented.
-Present the draft and discuss finding with CMC management.
-Submit a final version evaluation report with proper referencing and full attachments
-Early engagement of the consultant for evaluation purpose – during the implementation of main tasks – is a must. The proposed offer has to show the considerations and measures that will be taken to ensure this involvement for evaluation purpose.
DELIVERABLES
The selected consultant should deliver the following outputs:
-Final evaluation report with proper referencing and full attachment
REPORTING OBLIGATIONS
The Consultant shall prepare the following reports:
On completion of all the delivery of the evaluation, the final technical report shall be submitted to CMC covering the work done and showing the level of effort paid to perform the assigned task.
TIME FRAME
This assignment will be started immediately once the agreement between CMC and the winner bidder is signed.
REQUIRED PROFILE
At a minimum, the consultant/consultancy firm should have the following qualifications:
-Strong background of monitoring & evaluation or related field.
-More than 5 years of proven professional experience.
-Academic qualification: An advanced degree in monitoring &evaluation, BA or a related field is preferable. (Other fields will be considered as well)
-Excellent reporting skills.
SUBMISSION OF OFFERS
Interested consultants/ consultancy firm shall submit their technical and price offers.
Technical offer must include:
-CV that shows relevant experience and competencies (10%)
-A sample of products they produced or supervised by the consultant (20%)
-Detailed evaluation methodology highlighting the approach and tools to be used and the aspect the consultant will be looking for during the assignment.(20%)
-Initial proposal of implementation plan (10%)
-Description of the expected final report. “A frame or a skeleton” (10%)
Financial offer must include:
-Prices in NIS.
-Prices are defined per task.
-CMC will give 70% for the technical part and 30% for the financial offer
EVALUATION OF OFFERS AND CONTRACTING PROCEDURES
-Bids should be delivered in separate envelops.
-Bids will be reviewed and evaluated by CMC tender committee only, in accordance with the TOR, offers will be evaluated according to the technical requirements mentioned in the TOR, and compared; the best offers must meet the required standards regarding the technical and financial abilities.
-Received offers will be evaluated firstly based on technical aspects which will count to 70% of scores and financial offer will count to 30%.
-CMC will sign a short term service contract with the winning firm/consultant, in which obligations of each party will be set based on mutual agreement on implementation schedule, level of effort, and payment mechanisms.
-Under the circumstances contracted firm or consultant didn’t comply with the signed agreement and this TOR, CMC has the right to cancel all or part of the agreement with no commitments or obligations towards the consultants.
-Starting date will be determined immediately after bid is awarded to successful candidate(s).
-Winning candidate should submit a zero-VAT invoice for firms or a financial claim for individuals to CMC quoting “USAID-CPP-YIID-CMC. (For consultancies companies)
-CMC is not necessarily obliged to accept lowest bids
-CMC has the right to cancel or re advertise this solicitation of technical and price offers with or without any modifications without any declarations of reasons behind this action.
-Sealed envelopes must be submitted to CMC office
-Successful candidate(s) should adhere to CMC’s contracting procedures and sign the USAID mandatory clause.
-CMC has the right to defrag or cancel the pricing offer.
-All documents of bid/quotation should be signed or/and stamped
-Both firms and individuals are not allowed to recruit or nominate candidates who are currently PA employees or listed on the Palestinian authority payroll.
-CMC will not accept proposing new offers after evaluating and selecting the offers.
-Consultancy firms and individual consultants must be aware of the CMC’s right of canceling or freezing the awarded consultancy service at any time before or during the implementation in case of emergencies without any cost to be incurred on the CMC side.
-CMC will not accept proposing new offers after evaluating and selecting the offers.
-Consultancy firms and individual consultants are not allowed to recruit any person who is paid by the Palestinian authority to participate in this consultancy. It's the responsibility of the firm/ consultant to disclose being not on the PA payroll during providing this consultancy service.
