Research and Information Officer (National position)
(Gaza strip)

 
The Norwegian Refugee Council (NRC) re-established its presence in the Palestine in January 2009 and is developing programme activities in the sectors of shelter, education and the provision of information, counselling and legal assistance (ICLA). The long-term objective of the programme is to contribute to improved protection and living conditions for refugees and internally displaced persons in Palestine.
 
Job Purpose:
 
The Research and Information Officer will gather information from a wide-range of sources, including primary data and personal interviews with NRC beneficiaries, to support the research, advocacy and information requirements of the Gaza sub-office.  The Research and Information Officer will work under the direct supervision of the ICLA Project Manager, Gaza and will work in close cooperation with the Advocacy, Information and Protection Advisor (AIPA) based in Jerusalem.
 
Tasks and Responsibilities
 
The Research and Information Officer will perform duties and responsibilities in accordance with the objectives and activities mentioned below:
-Draft and prepare information resources, including brochures, case studies, fact sheets and reports for the Shelter and ICLA programmes;
-Gather and analyse information from a wide range of sources (UN, NGOs, media, internet, personal contacts, etc.) on the overall situation in Gaza and provide regular written and verbal briefings as necessary in support of research and advocacy initiatives;
-Conduct identified research into housing, land and property (HLP) issues in Gaza, including shelter needs, legal trends and international humanitarian and human rights law;
-Coordinate and manage visits from the media, donors and other visitors to NRC beneficiaries and communities in Gaza;
-Carry out field visits and field-based primary research and information collection as needs;
-Establish a network of journalists and news outlets in Gaza, and with key domestic and foreign correspondents and news outlets;
-Liaise with other national and international NGOs and UN agencies in relation to areas of relevant research;
-Provide written and oral translation for ICLA and Shelter activities and documents as needed;
-Support ad-hoc information requests and carry out other tasks as required;
-Perform other such relevant duties as requested by supervisor.

 
Skills and Qualifications Required
 
-Bachelor’s degree in law, social sciences or other related field;
-At least three years of experience in research and writing;
-Excellent command of English and Arabic, both written and orally; Hebrew language skills desirable but not essential;
-Ability to communicate effectively and produce high-quality documents, materials and other communications in English;
-Legal understanding and knowledge of housing, land and property issues and international human rights and humanitarian law desirable;
-Relevant work experience in media, journalism and/or communications desirable;
-Experience of working with non-governmental organisations an advantage;
-Experience of working with internally displaced persons (IDPs) and refugees an advantage;
-Ability to understand and strategically use information;
-Ability to be flexible and resourceful;
-Strong organisational and logistical skills.

Contract period:12 months, with possible extension
Salary/benefits:According to NRC’s standard pay scale.
