Research Assistant in the Development of an Arabic Literacy Strategy

Introduction
The Ministry of Education (MOE) has received a grant from the World Bank to implement the “Supporting an Education Reform Agenda for Improved Teaching, Assessment and Career Pathways (SERATAC)” program. The program aims at improving education outcomes of primary and secondary students and increasing student pathways to tertiary education and the labor market.
The Ministry of Education (MOE) is seeking to select a Research Assistant in the Development of an Arabic Literacy Strategy under component one of SERATAC. 
An invitation is hereby will be issued to local individual consultants with the necessary qualifications and experience to apply for this consultancy service.
Objective of the Consultancy
Under the direction of MOE, the Lead Researcher/Author for Arabic Literacy Strategy, and in close coordination with the World Bank, the consultant will support all activities related to the development of the Arabic Literacy Strategy, including arranging meetings, taking notes, organizing documentation, and more.
III. Scope of Work
Under the supervision of the Technical Coordinator for Component 1, the Lead Researcher/Author for the Arabic Literacy Strategy, and the Assistant Deputy for Students Affairs (who serves as Focal Point for SERATAC-Component 1), the consultant will conduct the following activities:
Organize focus groups, including arranging the meeting times and venues, preparing participants, supporting the development of the schedule of questions, ensuring the smooth running, and taking notes.
 
Support the Lead Researcher/Author in analyzing data from the focus groups.
 
Support the Lead Researcher/Author for the Arabic Literacy Strategy in preparing for regular Task Management Team meetings.
 
Manage the filing and sharing of documentation in the development of the strategy, including background articles, reports, and notes, and draft versions of sections of the report in Arabic and English.
 
Prepare tables, figures, and boxes for the strategy.
 
Work with designers to prepare infographics for the strategy.
 
Keep records of meeting attendees, dates, times, agendas, and outcomes.
 
Support the Lead Author/Researcher in development PowerPoint presentations related to the strategy development.
 
Develop participant surveys and keep track of feedback.
 
Other tasks as requested by the Lead Author/Researcher and Technical Coordinator for Component 1.
Deliverables (the timeframe for deliverables submission will be agreed with the consultant upon signing the contract)
An up-to-date, organized set of shared folders to keep track of all documentation related to the development of the Arabic literacy strategy.
 
For focus groups, meetings, and workshops: invitations, schedule of questions, notes, summaries, participant feedback surveys.
 
Tables, figures, boxes, infographics, and PowerPoint presentations for the strategy, as needed.

Job Requirements
Minimum Required Qualifications 
A Masters or Bachelor Degree in education, IT, knowledge management, or related fields
At least 2 years of relevant experience
Strong computer skills, particularly with word processing, PPT (including SmartArt), email, shared documents and folders (such as Google Drive), spreadsheets (such as Excel), and survey tools
Good oral and written communication, presentation, planning, and analysis skills
Strong organization skills
Report writing skills in Arabic and English
Able to work independently and in a team.
 
Estimated Time Table
The consultant level of effort will be 40 man-day between from April 20th, 2023 to August 31st, 2023. 
 
VII. Place of Work
The consultant will be based in Ramallah or closeby with regular travel to all involved education districts offices, universities, schools, and other stakeholders under SERATAC, including in Gaza.  
 
VIII. Reporting
The consultant will report to the Technical Coordinator for Component 1, the Assistant Deputy for Student Affairs, and the PCU Director.
