Research Consultant for TVET Scoping Study
An individual or company Consultant is needed to design and conduct a scoping study to identify the local needs and opportunities in the field of technical and vocational education training (TVET) in the Occupied Palestinian Territories (OPT). The purpose of this study is to inform the future TVET strategy for the British Council in OPT.
The British Council’s work in TVET is part of Going Global Partnerships. Going Global Partnerships is about building stronger, more inclusive internationally connected higher education and TVET systems. This programme supports partnerships between universities, colleges, educational policy makers, civil society organisations and industry partners in the UK and around the world. At a system-level it brings together policymakers and practitioners to support international co-operation in higher education and TVET. The British Council in OPT currently has programmes in the fields of English and School Education, Higher Education Scholarships and Arts and Culture and exploring the possibility of adding TVET programmes to its portfolio.
The purpose and scope of this RFP and supporting documents is to explain in further detail the requirements of the British Council and the process for submitting a proposal in response to this RFP (“Proposal”)

The selected supplier will be expected to design and conduct a scoping study about the current landscape of TVET needs and opportunities for Palestinian youth aged 18-35. This should include all geographical areas of the Occupied Palestinian Territories.
Within one week of the contract signing, a kick-off meeting with the British Council team will be held after which the supplier will have an additional week to submit a final, detailed research plan including a timeline for sign off by the British Council team. This research plan should be based on the Supplier Response (Annex 2) and any subsequent discussions with the British Council.
A final report must be submitted in English using a template and format specified by the British Council. The supplier will be required to provide the British Council with a minimum of 2 opportunities to provide feedback on completed drafts before the report is finalised. This report must include the below as a minimum. This should be accounted for in the Supplier Response (Annex 2):
- Stakeholder mapping including a comprehensive list of the main entities/organisations (private and public) who deliver TVET in OPT with example programmes.
- A typology of the types of TVET programmes which have been or are currently delivered in OPT
- A summary of the strengths and weaknesses of the current TVET offer available in the country; this should include the perspectives of the government, funders, delivery organisations and participants.
- A list of which clients/funders have provided, or are planning to provide, TVET-related programmes in OPT.
- The typical profile of participants in current/recent TVET programmes and insights on the needs of any audiences not represented.
- An analysis of the challenges related to conducting TVET projects with examples or recommendations for how these can overcome.
- A differentiation of the TVET needs based on gender, geography, and/or other factors as appropriate.
- Identification and description of any gaps in the current TVET landscape with recommendations for how the British Council could address them.
The supplier will be responsible for all stages of the research. It is expected that the supplier will use their existing network to gather the data and be proficient in both English and Arabic communication. Any resources needed will be the responsibility of the supplier and should be reflected in the proposal and pricing approach. Throughout the contract period, the supplier will be expected to provide the British Council with weekly updates and maintain an organised and secure online folder with all research documentation that is shared with the British Council team.
If requested, the supplier must be willing to deliver up to 2 presentations about this study after it has been completed at no additional charge. The British Council may also invite the supplier to attend and/or facilitate a workshop related to the study to explore further with stakeholders.
