Topic: 20 Years of Family Unification Freeze in Jerusalem

Introduction:
The Society of Saint Yves is a Catholic human rights organization working under the patronage of the Latin Patriarchate in Jerusalem. It was founded in 1991 by the former Latin Patriarch of Jerusalem and the Holy Land, Michael Sabbah, to help “the poor and the oppressed” according to the social doctrine of the Catholic Church.
St. Yves provides gratis legal assistance, counsel, and raising awareness to members of the community. Through national & international lobby and advocacy we can bring the situation of the poor and marginalized to the attention of people around the world.
Today, St. Yves manages over 12,000 services per year in the West Bank including East Jerusalem.
Objective:
In a context of rising violations committed against Palestinians, the Society of Saint Yves seeks a researcher consultancy service to provide update on previous St. Yves study: Palestinian Families Under Threat 10 years of Family Unification Freeze in Jerusalem.
Purpose:
First, it aims to highlight the effect of this legislation on the life of the Palestinian community in Jerusalem. In fact, although the law also affects the Palestinian citizens 1948, it has different consequences for Jerusalemites who have a different legal status. Sharing people’s stories will sure be useful.
Second, it aims to shed a light on the situation after twenty years implementation of this “temporary law”, by showing that the prolongation of its enforcement is leading to severe consequences for the dire human rights condition that the indigenous population of the Holy City is already enduring. Although the 2003 legislation provides for certain exceptions related to the age of the spouses and certain humanitarian cases, this report aims at explaining how all these exemptions are highly restrictive and far from sufficient to mitigate the violations of rights entailed within.
Finally, the report’s objective is to reinvigorate the debate on the subject as an additional advocacy tool, to raise awareness and propel action against the further sustaining of the law’s provisions. Making a comparison with other “Democratic states” can be useful to advocate for change.
In that regard, the report attempts to respond to the following questions: What are the legal effects of the “Israeli Citizenship and Entry into Israel Law of 2003” twenty years later? How did it affect the Human Rights situation of the Palestinian residents in East Jerusalem? What are the legal difficulties that have resulted from the application of the law? How does the law violate International Law? What can be done to promote human rights and advocate for change?

Job Requirements
Qualifications:
- At least master’s degree in law, human rights, social policy, or a related field, PHD degree is preferred.
- At least five years’ experience in research and applied research, preferably with civil society organizations and policies affecting Jerusalemites.
- Experience in and demonstrated understanding of the field of human rights and family unification law 2003.
- Demonstrate good understanding the Entry into Israel law (1952), in addition to the various amendments to Israel’s citizenship law (2008) etc.
- Knowledge of the human rights situation in the oPt, especially in East Jerusalem
- Proven experience in legal analysis and in data collection analysis, Qualitative data research and quantitative data sets
- Fluent written and spoken English, Arabic.
