“Researcher on Women’s Access to Justice in the oPt” – Local Consultant

Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works
for the elimination of discrimination against women and girls; the empowerment of women; and the
achievement of equality between women and men as partners and beneficiaries of development,
human rights, humanitarian action and peace and security. Placing women's rights at the centre of
all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that
commitments on gender equality and gender mainstreaming translate into action throughout the
world. It will provide strong and coherent leadership in support of Member States' priorities and
efforts, building effective partnerships with civil society and other relevant actors.
UN Women oPt, in line with the Palestinian Authority commitment to fight Violence Against Women
(VAW) as set in the National Strategy to Combat VAW, approved by the Palestinian Cabinet in
January, 2011; in full partnership with the Palestinian Civil Police (PCP) advised by the EUPOL
COPPS mission; within the framework of DFID-funded project "SUPPORT FOR DELIVERY OF
SECURITY AND JUSTICE SERVICES FOR WOMEN VICTIMS OF VIOLENCE", is supporting the process of institutionalization and capacity development of the PCP Family Protection Units (FPU). Between November 2011 and March 2012, UN Women launched a first phase of the project, which focused on drafting a strategy, minimum standard guidelines (MSGs) and standard operating procedures (SOPs) for the FPUs.
Duties and Responsibilities
Under the overall supervision of UN Women oPt Special Representative and the day to day
supervision of the Women Human Rights Programme – Projects Manager, the consultant will:
-Examine UN Women Global Report “Progress of the World’s Women 2011-2012: In pursuit of
Justice” as base for the development of the oPt Report. UN Women will facilitate communication
with UN Women HQ to gather any further and in depth information related to the mentioned Global
Report, if deemed relevant;
-Draft, and submit to UN Women for feedback and approval, a research action plan, including
target group, timeframe and comprehensive explanation of the research methodology and
approach. Focus areas of study will be highlighted in the plan, as well as the guiding research
questions for the analyses of the collected data and information. UN Women will facilitate
coordination with identified key stakeholders, as well as contacts with women beneficiaries of its
programmes and access to key documentation, as possible;
-Draft, and submit to UN Women for feedback and approval, the outlines of the oPt Report, taking
into consideration – while not being limited to – the areas of interest highlighted in the above
mentioned UN Women Global Report;
-Draft, and submit to UN Women for feedback and approval, any questionnaire which may be
necessary for the collection of required qualitative and quantitative data and information, as well
as focus group discussion guidelines;
-Share with UN Women key research terminology as determined by women’s testimonies and
narratives;
-Conduct interviews and focus group discussions as per agreed upon research action plan and
methodology;
-Make sure to include and give maximum visibility to the testimonies and information provided by
women “beneficiaries of the justice sector services” and/or “seeking access to justice sector
services”, with particular attention to capturing the broader spectrum of situations faced by women
in accessing justice while highlighting gaps, as well as promising and/or good practices;
-Systematically document information and data collected during the course of the research. All
materials developed throughout the research belong to UN Women and shall be handed over to UN
Women at the end of the research. All information and data collected will be protected by principles
of confidentiality and professional ethics;
-Provide UN Women with regular updates on the progress of the research both in writing and
through meetings;
-Regularly coordinate with UN Women designated team on the various aspects and challenges of
the research;
-Prepare, and submit to UN Women for feedback, 1st draft of the oPt Report in English;
-Address UN Women inputs and comments and produce a revised 2nd draft of the Report;
-Share 2nd draft of the Report with relevant stakeholders for feedback, as deemed necessary and
as agreed upon with UN Women, and according to research action plan;
-Prepare, and submit to UN Women for feedback, final draft of the Report in English;
-Finalize, and submit to UN Women, the Report;
-Revise Arabic version of the Report ensuring consistency between the two versions;
-Prepare, in coordination and cooperation with UN Women, Report presentations in English and in
Arabic addressing local and international audiences;
-Present the Report during launch events organized by UN Women.

EDUCATION and EXPERIENCE:
Education:
Advanced University studies in criminology, law, sociology or related discipline.
Experience:
-At least 10 years of experience in relevant work experience with proven research and publications record;
-Extensive and proved professional experience in the area of gender based and sexual violence and victims’ protection;
-Sound knowledge of the Justice and security Sectors in the occupied Palestinian territory.
Language Requirements:
-Arabic mother-tongue;
-Good communication skills (comprehension, written, and spoken) in English
