Job Description
Location: Ramallah – Occupied Palestinian Territories

The role: The post holder plays a lead role in mobilizing resources to meet the needs of children in the oPt. S/he will work with programme teams to identify and follow up on linkages between donor strategies, member interests, and country office priorities and will play a key role in facilitating smooth communication between all stakeholders. The post holder will be responsible for formulating the funding strategy for the Country Office (CO) strategic plan, Emergency/Humanitarian Responses, related protection crises and be responsible for identifying funding opportunities and matching them to programme needs. S/he will be accountable for reaching fundraising targets, ensuring the development and timely submission of high quality project proposals as well as working in close collaboration with thematic area technical teams and other departments. The post holder will also be responsible for final quality review, language flow, and one voice editing for donor reports from the CO; working across teams and departments to ensure reporting and communications to donor are well articulated.
 
The Resource Mobilization and Reporting Manager is also expected to closely work with the Awards Manager, Finance Manager, and the Monitoring, Evaluation, Accountability, and Learning (MEAL) team to ensure that proposals, reports, and projects are developed and implemented in compliance with donor requirements and are submitted on time.
 
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Job Requirements
EXPERIENCE AND SKILLS
 
Essential:
  • Master’s Degree in Social Science/International Development/Development Studies or other relevant field. 
  • 8  years of related work experience.
  • Understanding of donor proposal requirements (EC/USAID/DFID, corporates, etc).
  • Understanding of Member systems, Regional and Center.
  • Proven track record in developing winning concept notes and project proposals. 
  • Highly skilled in programme design, including development of log frames, results frameworks, and budgeting. 
  • Excellent writing and presentation skills, fluency in English is required. 
  • Strong interpersonal and communication skills including influencing, negotiation and coaching, as well as the ability to work well in an international environment with people from diverse backgrounds and cultures. 
  • Ability to effectively coordinate with multiple stakeholders across many countries to establish effective fundraising strategies and activities.
  • Proficient understanding of operational situation in the occupied Palestinian territory.
