Resource Mobilization Specialist (3-2021)
Summary: The Resource Mobilization Specialist (RMS) main objective is to support the Country Office (CO) in creating and driving strategic and proactive resource mobilization approaches, including improved donor and internal CARE engagement/visibility and implementation of RM processes and tools (e.g., proposal development, RM knowledge management, RM reporting, etc.). The RMS will play a key role in linking CO existing and future programs with relevant donors. S/he will facilitate regular CO discussions to drive RM priorities, support in developing RM strategy, and identify, track, and facilitate decision making related to pursuing funding opportunities.
S/he will be expected to conduct research and gather information on donors and partners, and develop, monitor, and ensure implementation of donor/partner engagement plans. Additionally, the incumbent is expected to undertake donor studies (policies, sectoral and geographic preference) research, and other activates with the view to identify funding opportunities. The RMS will support the development of high quality proposals in close coordination with relevant team members and partners, and will liaise with internal CARE stakeholders to mutually share updates, funding needs, and priorities and raise the CO's profile within CARE via strategically crafted visibility and marketing communication materials. In addition to preparing relevant policy, documents, reports, donor mapping, and relevant operational guidelines. The position will report directly to the Quality Accountability and Development Manager.

Requirements
Bachelors in Business Administration, International Development or a related field, Master’s degree is preferable. 3-5 years prior experience working in nonprofit sector. 2 years’ experience working in a relevant position, including at the country and regional levels. Understanding of core resource mobilization concepts. Good strategic Planning and coordination skills (OR Proven experience with partnership building and coordination). Sound research and analysis abilities. Excellent writing and oral communication skills. Experience and ability in workshop facilitation. Excellent English language (written and verbal). Knowledge of the Palestinian context. Negotiation skills. Excellent interpersonal skills
