Retail Officer
ORGANIZATIONAL CONTEXT
WFP, through its dual mandate in humanitarian and development, provides life-saving food assistance to the most vulnerable and food insecure non-refugee Palestinians and works to safeguard livelihoods, build resilience, and reconstitute food systems in vulnerable areas. WFP also lends its technical expertise to support national institutions by strengthening their capacities in responding to shocks and building an inclusive social safety net.
To further strengthen the humanitarian-development-peace nexus, WFP is providing climate-smart agricultural assets such as hydroponics and wicking beds to households to increase their calorie intake and enable them to generate income. WFP also scaled up its resilience-building activities to include greenhouses, vegetable farms, sheep, poultry, and technical and vocational trainings for youth and people with disabilities. These projects reduce people’s vulnerability to external shocks, serve as a safety net, and support livelihoods.
In response to the urgent needs of Palestine, where protracted conflict and economic stagnation have led to widespread food insecurity, WFP delivers life-saving food assistance to the most vulnerable non-refugee Palestinians in Gaza and the West Bank. To address the ongoing crisis, WFP also focuses on strengthening livelihoods through resilience-building projects such as climate-smart agriculture and vocational training. Additionally, WFP supports national institutions by enhancing their capacity to respond to shocks and build inclusive social safety nets. By extending its systems to humanitarian and development partners, WFP contributes to broader efforts within the humanitarian-development-peace nexus.
This position will be based in Jerusalem and reports to the Consultant Supply Chain
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
- Coordinate the development and implementation of supply chain plans for CBT and Market Development activities, in line with the global WFP supply chain strategy, global CBT strategy, and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
- In partnership with the Vulnerability Analysis & Mapping (VAM) team, plan and lead on implementation of market assessments to contribute to CBT feasibility analysis.
- Perform in-depth market analysis and supply chain network mapping to improve supply chain performance and plan market development activities.
- Implement process of the procurement of retailers, performing the pass/fail procurement process using corporate tools, and formal procurement process where applicable.
- Lead the implementation process of the procurement of Financial Service Providers (FSPs), ensure ongoing performance monitoring of activities are conducted and determine performance improvement or contract actions as applicable/required.
- Plan and manage implementation of Market Development Activities such as setting up Buying Clubs, Preferred Wholesalers, or activities that improve market functionality by addressing supply chain inefficiencies in local markets
- Conduct ongoing monitoring of retailers and Market Key Performance Indicators (KPIs) by analyzing reports from various data sources (Retailer Performance Monitoring Evaluation (RPME), VAM market price data, market situational monitoring and Monitoring & Evaluation (M&E) Post Distribution Monitoring (PDM) or Complaints and Feedback Mechanism (CFM) reports, Point of Sale (POS) information).
- Manage accurate and timely reporting including provision of substantial analysis of supply chain Retail and Markets activities and trends to enable informed decision-making and consistency of information presented to a wide range of stakeholders.
- Identify and build productive partnerships with counterparts amongst government and other national organizations, UN agencies, NGOs and private sector to share operational knowledge and resources and build capacity to ensure coordinated and cost-effective supply chain Retail and Markets operations.
- Build capacity of internal WFP staff to deliver and execute on Retail and Markets activities through delivery of training or coaching.
- Build capacity of external partners (including retailers and local market actors) to take a strategic and proactive approach to improving retail operations or supply chain operations through provision of training and conduct capacity strengthening activities to support government authorities development of social protection programmes.
- Manage, motivate and develop a team providing coaching, training and career guidance as required to ensure appropriate development and enable high performance.
- Contribute to preparedness actions, providing technical recommendations and guidance to monitor the management of Retail and Markets risks.
- Contribute to other market related initiatives such as management of bakery network in Gaza Strip, date bars factory, milling production, building network with wholesalers and importers in the West Bank and in Gaza Strip.
- Take responsibility for incorporating gender perspectives in areas of work, to ensure equal participation of women and men.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS
Education: Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or equivalent professional experience or extensive relevant retail experience.
Language: Fluency in Arabic language. Working knowledge of English.
Work experience:
- At least 9 years of postgraduate relevant professional experience in retail operations or related and/or a proven track record in supply chain and other related fields.
- Experience in designing and implementing supply chain, retail and partnership networks.
- Experience in implementing approved corrective actions to improve performance and monitoring progress.
- Experience in mapping and/or analyzing retail and food value chain and identifying supply chain inefficiencies.
- Experience in managing relationships and capacity building with UN agencies, NGOs, private sector and/or government organizations would be an advantage.
- Experience in managing supervising and coaching staff.
- Competencies: Partnership, managing a team, private sector knowledge.
