Save the Children is currently seeking the services of a specialized consultant to support Save the Children oPt Country Office and its key child protection partners working in East Jerusalem to: analyze the complex legal and social framework of the child care system in East Jerusalem, to provide an analysis of gaps, create evidence-based recommendations and to develop a child protection strategy paper for East Jerusalem.

Qualifications and Experience
-Advanced university degree and/or academic background in a social sector;
-Minimum 10 years work experience in strategy planning and evaluation of social projects (preferably in the area of children’s rights);
-Proven experience in developing child protection systems in conflict areas;
-In-depth knowledge of children’s rights and child-care processes;
-Experience in legal analysis;
-Extensive knowledge of international standards regulating child protection themes, child safeguarding policies and code of ethics;
-Excellent good communication skills, particularly for working with governmental bodies, children and community members;
-Highly developed analytical and conceptual skills and ability;
-Fluency in English (written and spoken), knowledge of Arabic is an asset;
-Good knowledge of computer applications;
-Proven ability to negotiate/interact with senior level government officials;
-Ability to work within an international and multicultural environment.

How to apply
Interested applicants with relevant experience and education are encouraged to submit an application as follows:

Submit a technical application that includes a CV outlining relevant experiences, a cover letter that addresses the selection criteria outlined above, and three professional references (5 pages maximum). CVs are required to be submitted in English.

Submit a financial proposal. Prices should be in US dollars and per daily rate and must be valid up till 90 days after the submission date.
Bio Data sheet form is available with TOR documents, should be filled by the applicants and submitted. Uncompleted application will not be considered.
The successful bidder will sign all SCI and Donor required documents.
SCI reserves the right to reject all bids, and to decide not to pursue this procurement. SCI is not obliged to procure the lowest priced offer, when the lowest price does not offer the best overall value, all other factors considered.

TOR documents can be collected by email ([email protected]). Please ask for a read receipt. Sealed Bids must be delivered to Save the Children office in Ramallah at the address below at or before 12:00 pm on 2nd of October 2014.
