Provision of Curricula Development for
 Foreman for Construction Projects Vocational Training

Background:
Mercy Corps is implementing an Economic Development and ICT project under the broader Palestinian Community Assistance Program (PCAP) funded by USAID.  PCAP’s Economic Development program works in several sectors of Gaza’s local economy, and assists young people to prepare for work.
 
Mercy Corps recognizes that the construction industry is one driver of Gaza’s economy, creating employment and enjoying real growth.  In discussions, SME owners and the Palestinian Contracting Union (PCU) consistently report that they could employ additional and qualified foremen.  PCAP, in partnership with the PCU, is responding to this need by providing one cycle of foreman vocational training in the skills most requested. Each curriculum combines theory and practice, qualifying the trainees to carry out specific foreman tasks in construction sites. With this RFP, 25 trainees will receive a combination of theoretical and practical training.

Mercy Corps seeks a Curriculum Development Consultant to outline and develop training materials,  in Arabic for the construction foreman’s course.  The Consultant will also work with the PCU to ensure that the training materials’ outlines and contents meet the expectations and demands of relevant stakeholders such as construction companies; whereby securing employment opportunities for the foreman’s course graduates. 

Mercy Corps seeks the services of a consultant (an Individual or Firm) to develop curricula and training materials for foreman vocational training.

Objectives of the Vocational Training Program:
-25 Gazans receives three months of vocational training, qualifying them to carry out specific tasks related to supervising construction second level labors and crews in the roads/Infrastructure projects and construction projects.
-Increase the employment opportunities for graduates of this course within the construction sector.
-Bridge the gap within the construction sector with respect to the foreman profession.  

Objectives of the Consultancy:
-The course is carried out with curricula and training material that effectively combine theory and practice.
-Developing all tools and methods needed to deliver the training in a modern way.

Target Group(s):
Currently unemployed males with minimum of four years of full-time or six years of part-time construction experience who are proficient in at least one construction trade (i.e. tile work, carpentry, concrete work, electrician, etc.).

Consultants Minimum Qualifications:
1-An academic degree in Civil Engineering.  Master’s degree or higher is an advantage.
2-Understanding of adult learning processes and training methodologies.
3-Clear understanding of the construction/contracting sector and in education/vocational training systems in the Gaza Strip context.
4-At least 7 years of demonstrated experience in engineering education, preferably in vocational training and adult education.
5-At least 7 years of progressive, practical experience in the construction industry.

Timeframe and Deliverables:
The total anticipated implementation/delivery is four weeks. Implementation of this activity should be completed maximum by April 30, 2014.

Submissions for Gaza bidders should be on hard copies in sealed envelopes and must be delivered to the above mentioned address. Deadline is Sunday March 2nd, 2014 @12:00 PM.

A pre Bid-meeting will take place on Wednesday Feb 26th, 2014 @12:00 PM at Mercy Corps Office.
