The Opportunity – Roving Operations Manager (For Nationals based in Westbank)
Post location: CO in Ramallah.
Contract Duration and Level of Effort: 12 months with possible extension.

ROLE PURPOSE:
The Operations Manager shares in the implementation and country office/ field office coordination of the emergency response in oPt with a specific focus on the scale up of SCIs response in the West Bank including East Jerusalem. The oPt country office has long standing experience with partner lead implementation which will now, due to increase in need and partner capacity, be augmented with direct implementation.
The Operations Manager has delegated responsibility to support to the field offices with regard to the direct implementation of all response programming. Ensure that ways of working and RACIs are well defined, implemented and teams receive capacity strengthening to ensure on time, with quality and compliant programming is taking place. Whilst providing gap filling for project managers under recruitment to ensure effective continuation of, or start-ups of new, projects. The post holder will assist in the design of emergency preparedness procedures, business continuity plans and support on the implementation of all emergency programmes including preparing the set up for potential sub-offices.

KEY AREAS OF ACCOUNTABILITY:
As a key member of the country operations team contribute to:
- Support the implementation of the revised organisational structure that is appropriate to programme needs and consistent with best practices by ensure ways of working are clear and RACIs updated.
- Ensure that all required support is provided, tracked and followed up to country office and field teams promptly, at scale and in line with the rules and principles during emergencies.
- Ensure the country office is prepared for changes in context and or spikes and shocks.
Oversight and Management of Programme Operations
- On behalf of the director for programme implementation and in close collaboration with field office managers, be responsible for overall coordination of direct programme implementation and responsible for field delivery of high quality integrated programming in line with the objectives of response strategy and in accordance with donor requirements.
- Start up new projects or provide gap fill in field locations whilst permanent project managers are being recruited. Serve as temporary budget holder for new/ ongoing awards. Induct and support new joining project managers and budget holders for individual projects and grants.
- In close coordination with the field teams, technical advisors, awards, supply chain, finance and HR, participate in the award management cycle and ensure that all programmes progress in accordance with grant agreements, are completed within time and on budget (such as conduct grant opening meetings and monthly BVAs meeting)
- Ensure programmes are implemented in response to the communities, and children in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures. This includes working with authorities, strategic partners and national NGO-partners to strengthen national capacity
- On behalf of the senior management team lead on multi-functional spot checks to ensure compliance.
Partner Management
- In close collaboration with the partnership manager ensure that every partnership is formed in the context of the Theory of Change and is designed and managed so that the partnership furthers achievement of Save the Children's global strategy and strengthens local and national capacity to deliver for children.
- Work with the field office teams and partnership manager to analyse potential partners using documented selection methods and ensure that save the children and its partners comply with Save the Children and donor requirements and regulations
- Lead on adopting revised ways of working that ensures field team engagements in mutual assessment, feedback and learning with partners and assist partners to engage in knowledge building and advocacy
Logistics, Inventory and Procurement
- Ensure that the Logistics capacity and systems meet SCI standards and are able to satisfy the response requirements
- Ensure and support the procurement processes are effectively implemented and the procurement team is negotiating the best deals (including cost, quality and after sales service) with suppliers
General:
- Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS
- University degree in related academic discipline or equivalent work experience.
EXPERIENCE AND SKILLS
Essential:
- Prior experience working in an emergency response contexts or fragile states
- Recognised field and country level operations management experience in the field of child protection, education and CVA programming
- A general appreciation of the issues concerning the NGO sector, both development and humanitarian issues
- Good analytical skills. Effective negotiator, with the ability to positively influence cross departmental and cross sector working
- Credibility to lobby, influence and represent Save the Children at all levels
- Resource management, training, capacity strengthening, coaching, and mentoring skills
- Ability and willingness to dramatically change work practices and hours, and work with incoming teams, in emergencies
- Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
- Ability to work within a team
Desirable
- Solid experience in more than one of the Save the Children priority sectors: education, protection, emergencies
