RTI International is requesting applications for technical and operational roles on USAID-funded West Bank Early Grade Reading Activity. This activity will work closely with and support the Palestinian Ministry of Education and Higher Education(MOEHE) to enhance learning outcomes for Palestinian children at the primary level by improving Arabic reading instruction,and policies and practices at the government, community and school levels. Positions are based in Ramallah. Successful candidates must possess excellent oral and written communication skills including fluency in English and Arabic.

Enrichment Specialist is responsible for the creation and rollout of academic and personal enrichment activities for students, promoting critical thinking, listening, memorizing, visualizing, and concentrating in early grade reading; supporting community-based organizations in their development/implementation of grant-funded and school-supported community-led enrichment activities; and integration of EGR best practices into reading remediation programs.

Qualifications: Master’s
degree in education or related field and 5 years of experience in community engagement, curriculum development, and EGR.

Teacher Coaching/ Teaching and Learning Materials (TLM) Coordinator is responsive for providing technical support for supplemental teaching and learning materials and kindergarten curricular adjustments in Arabic, ensuring that materials (including teacher manuals, student books, classroom leveled readers and other materials) are developed in accordance with the Ministry’s and schools’ needs and specifications.

Qualifications: Master’s degree in education or relevant field with 5 years of experience in materials development, Arabic language instruction and learning, and teaching development.

M&E Coordinator/ Data Quality Assurance (DQA) Specialist is responsible for supervising the work of and provides guidance to enumerators involved in data collection and analysis, supports the development of information systems and program indicators, and maintains the project’s M&E system.

Qualifications: Master’s degree in education, statistics or relevant field with 5 years of experience in M&E on USAID projects (including development of performance indicators, milestones and baseline conditions), development and maintenance of information systems, and EGR programming.

Management Information Systems (MIS) Specialist is responsible for overseeing the planning and delivery of related technical activities associated with strengthening the monitoring, feedback and information management systems of the Ministry, districts and schools.

Qualifications: Master’s degree in information systems, ICT, or relevant field and 5 years of experience in ICT systems development and management, building capacity for ICT systems use, and EGR interventions.

Assessment Research Specialist is responsible for supporting MOEHE and EGR in conducting ongoing assessment of program outcomes, including the development of classroom observation tools and the implementation of ongoing monitoring. Support all program assessments and provide quality control over data collection and input.

Qualifications: Master's degree in education research or relevant field and 5 years of experience in education research, data analysis with SPSS and similar.
