We are currently seeking a dedicated and experienced Safety & Access Manager (SAM) to ensure safe access to all areas of our intervention across the West Bank & Gaza portfolio.  Previous experience in security and safety risk management is not required as on the job training will be provided.

The SAM will be the main technical advisor for safety and access for Global Communities (GC) staff implementing operations in West Bank & Gaza. The primary responsibilities for this position will be to assess duty of care and safety & security risks, develop and oversee the implementation of security management plans, protocols, and procedures, oversee reporting, information collection, and training. The position reports to the Country Director and will support all program activities across West Bank & Gaza and ensure compliance with relevant donor regulations and Global Communities' policies.

Key Responsibilities:

  • Daily Situation Assessment for movement control: Actively assess the situation in the field on a daily basis to evaluate travel safety and ensure safe movement for staff across checkpoints during field visits in West Bank, Jerusalem and Gaza.
  • Conduct comprehensive and continuous safety and security risk assessments to identify potential threats/hazards and vulnerabilities that may increase the risk to project staff.
  • Develop and implement a comprehensive security orientation and welcome package for all staff to familiarize them with local security protocols and contacts Ensures the development of training modules and implements them with drivers, guards, and operational teams.
  • Acting as the primary technical advisor in developing secure working arrangements during critical incidents such as humanitarian crisis, security incidents, etc. and support the program management and the country leadership team in implementing safe or alternate working modalities.
  • Monitor and assess the security context and security situation in the West Bank, Gaza and Jerusalem, continuously collect updated security information from reliable sources such as INSO, AIDA, UN, WFP, ICRC, through meetings with UNDSS, AIDA, ACU, and others.
  • Report and recommend appropriate actions in case of security incidents
  • Collect, update, analyze and communicate information regarding the security situation or incidents in the country and specifically with respect to Global Communities or partner operations to the country management, Regional Safety and Access Director, project personnel and Office of Global Security, as required.
  • Provide advice and support to partner organizations either directly or through program teams to increase partner capacity in the area of safety and security.
  • Maintain a database of contacts who are national country security authorities.
  • Emergency Coordination: In the event of an emergency, coordinate with security focal points to manage and mitigate risks.
  • Act as subject matter expert on all emergency preparedness planning and incident responses.
  • Ensure that all safety and security related documentation (risk assessments, SSMP, SOPs, incident reports, etc.) are filed appropriately and securely.
  • Risk Assessment: Regularly conduct risk assessments and update emergency and security plans, communications tree as necessary This to include risk assessments for new venues, offices, annexes and residences, evaluating physical, geographical, social and structural features which may support or detract from the overall safety and security of a properties’ facilities or location; subsequently, provide recommendations for implementation of risk mitigating practices and features for each location.
  • Develop strategies to continuously improve and refine security management systems for effectiveness and efficiency, considering evolving project needs, team dynamics, and project mission.
  • Equipment and Supplies Maintenance: Ensure that all office equipment and supplies related to safety and security are properly maintained.
  • Handle any other related security issues as they arise, demonstrating flexibility and proactive problem-solving.

  • Knowledge of humanitarian response coordination architecture, mechanisms and standards.
  • Demonstrated understanding of and adherence to humanitarian principles.
  • Demonstrated ability to work effectively, both independently and in a team environment, in an atmosphere of multiple projects, shifting priorities, and deadline pressures.

Qualifications

  • Bachelor’s degree in social science, Business Administration, IT, overall management or any related field that demonstrates good analytical and writing skills but equivalent work experience also considered in lieu of a degree;
  • Minimum 5 years of relevant working experience
  • Prior relevant working experience in Safety & Risk Management useful but not required;
  • Ability to liaise and coordinate with the relevant authorities in order to facilitate our work and safe access;
  • Excellent communication skills, both written and verbal in Arabic, English and Hebrew is required with the ability to provide regular updates and briefings to various stakeholders;
  • Good knowledge of Jerusalem and West Bank , roads and routes;
  • Strong analytical skills with the ability to assess complex situations and provide clear, actionable guidance;
  • Proficiency in maintaining calendars and scheduling tools, with strong organizational skills.
  • A team player with the ability to work independently and collaboratively in a fast-paced environment.
  • Willingness to stay updated on the latest security protocols and best practices.
