Background on ACTED

ACTED was created in 1993 to support populations affected by the conflict in Afghanistan. Based in Paris, France, ACTED is present in four continents and our teams intervene in 34 countries towards 8 million people, responding to emergency situations, supporting rehabilitation projects and accompanying the dynamics of development. In association with several French, European and International partners, ACTED is committed to promoting and developing innovative approaches and initiatives, humanitarian principles, new forms of solidarity and convergences between private and public actors and NGOs from the North and the South covering themes such as aid efficiency and transparency, evaluation, information and coordination of humanitarian emergencies, promotion of local governance and civil society strengthening, sustainable access to income and microfinance, prevention and reduction of catastrophes, the link between development aid, sustainable development and social business, food security, etc.

Position Profile : Safety and Security Consultancy Service

ACTED is looking for a consultant to support the security and safety management of the mission in its bases in Ramallah, Jerusalem and Gaza.

Responsibilities:

-Conduct security briefings of all ACTED local and international staff
-Assist in revision of country security plan, evacuation/relocation plan, security SoPs and other security reporting tools
-Propose drafts of any needed/required SoPs according to the existing support materials and the context changes
-Provide security advices mainstreamed in programmatic operations in WB, Gaza and East Jerusalem
-Gather security and safety related information (relevant incidents, geopolitical developments and consequences in oPt and bordering countries) and share a monthly report with recommendations
-Advise Country Director on changes in SOPs, routines and other procedures related to security
-Support liaison with and representation to Palestinian and Israeli authorities at federal and regional level at project development, establishment and implementation stages
-Monthly meeting with CD to revise action plan
-Act as a liaison with local and regional officials, support with the stakeholders analysis.
-Organize meeting with different parties when needed.
-Verification of the presence (and potential expiry) of security equipment

Qualifications:

-Minimum 3 years in the field of safety and security.
-Arabic mother tongue and good level of spoken and reporting in English and Hebrew .
-Professional knowledge and experience on security and safety management
-Previous experience in safety and security trainings
-Good understanding of Palestine context
-Good social and communication skills, able to respect confidentiality
-Available to undertake frequent travel to ACTED bases in Ramallah, Jerusalem and Gaza.
-Experience with International NGOs is preferred.
-Demonstrated ability to meet deadlines, and to complete work with high quality and attention to details.
-Flexibility and capacity to work under pressure.
-Commitment towards principles and ethics of humanitarian aid, including compliance with ACTED standards and principles.
-Experience in adhering to security protocols and procedures.

The time frame shall be fitting with the one defined by ACTED take into consideration the following points:

-Prices shall be in English and with USD currency.
-Prices shall be inclusive of VAT
-Preferred payment terms / method shall be mentioned
-Accommodation, transportation, and perdiem (as per ACTED standards) for field visits to  Gaza will be provided by ACTED (shall not be included in the financial offer).
