The Opportunity – Safety and Security Coordinator (Gaza)

Post location:  Gaza Field Office - Rafah and subject to change based on SC priorities and response in Gaza.

Contract Duration and Level of Effort: until 31st December 2024, with a possibility of extension based on available funds. 

ROLE PURPOSE: 

ROLE PURPOSE: 

The Safety and Security Coordinator supports Gaza Response by providing tactical and operational security management support to staff and partner organizations. The incumbent of the role will be responsible to assure adequate security risk management across the programs through:

  1. Timely, accurate, consultative and situation analysis of the prevailing security situation.
  2. Ensuring effective safety & security management practices across the program in line with SCI Safety & Security Standards.
  3. Advise the Gaza Response, CO and/or relevant teams of any immediate changes in security context which may affect programming ability and/or delivery.
  4. Assessment of partner organization’s safety & security management capacity and supporting them while building their capacity and extending security advice, as required, to the partner organizations as per SCI Partnership Security Management Framework.
    e) Liaise and maintain a good and strong relationship key stakeholders, including UN/UNDSS, INGOs, and Authorities, etc.

While in appointment the post holder will play a key role in the capacity building of Safety & Security Focal Points and health care providers.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE: 

Reports to: Safety and Security Manager

Staff reporting to this post: None. 

KEY AREAS OF ACCOUNTABILITY:  

  • Leadership support of the Gaza Field Office in Security and Safety management. 
  • Support the development of an organisational culture that reflects our values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our Members and donors.
  • Help design and implement a coherent organizational structure that is consistent with agency practices and appropriate to programme needs.
  • Ensure the Rafah Office complies with all Save the Children Management Operating Standards, Standard Operating Procedures and KPIs.  
  • Ensure that all required support is provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the oPt Country Office (Ramallah).
  • Provide support as required to the Incident Management Team in case of security-related crisis.

Policies and procedures 

  • Develop and maintain country-wide security plan that is consistent with the acceptance model and Save the Children standards.
  • Ensure that all staff understand country-wide security plan and agree to abide by its policies and procedures.
  • Monitor the security environment and adjust security policies and procedures accordingly.
  • Ensure quality and relevance of area security plans.
  • Undertake reviews of policies and procedures; identify opportunities to enhance security.

Assessment and analysis

  • Ensure that incident report forms are properly compiled by staff and distributed to Gaza Office.
  • Monitor events, review incidents and coordinate analysis, follow-up actions and recommendations
  • Provide security update, which includes situational analysis, actions taken and actions recommended, to SC oPt Senior Management Team on a regular basis.
  • Support the submission of written weekly and monthly reports to SC SMT.
  • Provide informed recommendations in the context of security assessments and reviews.
  • Assess application of security policies and level of vulnerability of SC facilities; recommend changes to enhance security.
  • Monitor EHU, HR/Finance/Supply Chain working practices within context of safety and security and alert the EHU or response TL if inappropriate decisions are impacting safety and security of the team or external perception of the organization, thereby creating security risks.
  • Update PDIs and contingency plans and SSMPs on regular intervals. 

Programme implementation

  • Advise on safe movement of staff, e.g. proper vehicle fleet management policies, adequate safety and communications equipment in vehicles, and training of drivers in established procedures and requisite skills.
  • Assist with programme proposal development to ensure adequate consideration of safety and security needs and inclusion of safety and security costs.
  • Undertake security assessments of and field missions to programme areas and potential programme areas; report on findings and design necessary improvements.
  • Provide safety and security support and advice to response and field managers.

Communication and training

  • Liaise on a regular basis with UN/UNDSS, authorities diplomatic and consular officials and community leaders in the process of gathering and verifying security information.
  • Coordinate the gathering and flow of security information with other relevant actors; classify security information according to its reliability and accuracy.
  • Update/sharing safety and security emergency tree with testing in on regular basis. 
  • Maintain and review incident reporting and mapping system; ensure that up to date incident maps are available for all SC staff on a regular basis.
  • Ensure that appropriate systems are in place to effectively disseminate security information and updates of the security system to staff.
  • Coordinate and manage the proper use of SC telecommunications systems.
  • Ensure that regular security meetings are conducted with relevant SC staff.
  • Develop and implement security training plan for all staff; develop and apply evaluation processes to determine whether training competencies are met.
  • Facilitate security management training with staff in the country office and at project locations.
  • Build capacity of security focal points to conduct threat assessments. 
  • Ensure maximum compliance to PSS-e online training. 
  • Provide recommendations to SC staff as to ways in which they can effectively reach out to, gain acceptance from and improve their image in host communities.
  • Develop security briefing materials and provide orientation for incoming or newly appointed SC staff. 
  • Provide incident management training to EHU/Response team members.

Security Planning

  • Proactively be engaged in all program processes, including proposals developments, security budgets, implementation, logistical and movement plans, and go/no go decisions.

Staff Safety and Security

  • Work with oPt Country Office to ensure that the staff and assets of Save the Children oPt are safe and secure.
  • Ensure that all safety and security minimum operating standards are met.
  • Coordinate preparation and implementation of staff security guidelines and support sub-offices in carrying out periodic security assessment and reports.

QUALIFICATIONS, EXPERIENCE AND SKILLS

Essential

  • Graduate degree or equivalent in Security Management or related field.
  • Security Management Certifications from accredited institution.
  • Understands the complexity and values of non-profit organizations and “Do No Harm” principles.
  • 3-5 years INGO or UN Security Management Experience. 
  • Formal security qualification or advanced security management training 
  • Understanding of current humanitarian safety and security practices and issues affecting aid work globally.
  • Ability to work in complex, difficult and risky contexts. 
  • Experience of remote security management and working with local partners to build their capacity on security management.
  • Ability to formulate and communicate analysis of a changing security environment in a neutral and impartial manner.
  • Proven track record as a safety and security trainer.
  • Experience in Security Risk Assessment.
  • Experience in Crisis Incident Management.
  • Familiarity with the current security context.
  • Proven experience implementing and sustaining compliance with a security management system, preferably in a conflict environment.
  • Good interpersonal skills with the ability to communicate at all levels, establish professional networks, and coordinate with local and country authorities, donors, International Organisations and local NGOs.
  • Proactive and self-motivated with the ability to work autonomously in a highly stressful and challenging environment.
  • Proven ability to work constructively in diverse teams and to manage national staff.
  • Proven skills in concise and succinct report-writing. Ability to prioritise security related tasks and complete reports to deadlines.
  • Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin all aspects of the job.
  • Commitment to Save the Children values, including willingness to abide by and enforce the Child Safeguarding policy. 
  • Good technological skills (Microsoft Office, email, internet).
  • Fluent in written and spoken English and Spanish. 

Desirable

Familiarity with the various key factors impacting the political and humanitarian environment.
