Safety and Security officer

Background

Enabel is implementing its projects in Palestine and Jordan, the operations include working in Jerusalem, West bank, Gaza and Jordan. As per the General Security Plan, certain security measures need to be implemented in the areas where we operate.  Furthermore, the General Security Plan requires a continuous risk analysis of the country, the regions, the cities, and operating zones. In order to ensure the security of the staff and the continuity of operations, Enabel is recruiting a security advisor 

Job Descreption

The Safety and Security Officer will report to the Resident Representative. You will develop/ensure the security and risk management through the application of security plans throughout the country, the continuous risk and threat analysis, the security training of personnel and crisis management.

The Safety and Security Officer is responsible for the planning and operational aspects of the security and safety of Enabel in West Bank ,Gaza , and Jordan.

Review and update the security policy and respond to HQ requests on operational reports.

Review the daily situation in Palestine and Jordan and give the needed guidelines to staff responding to the security situation.

Manage the security equipment and materials.

 Supports line management to ensure safety and security systems and processes are relevant, effective and adopted by all staff.

The Security Officer represents Enabel at security coordination meetings, and is the key contact with local authorities, UN and NGO agencies on safety and security matters.

Ensure timely development, review and application of all Country Security Plans and their components to comply with the Enabel policy and guidelines

To ensure that all personnel and their eligible family members receive required security training and briefing

Support the Operational Managers and the Resident Representatives in a timely manner on security developments

Develop, organise and monitor a centralized data management system

Define a structured approach for safety and security management at Enabel

A higher education degree in relation to logistics management and/or security

Minimum 5 years of experience in international organisations operating in the cooperation sector 

and/or humanitarian aid in the broad sense. (agency, NGO, association)

Good knowledge of operational security management in instable settings; 

Knowledge of relevant IT and communication tools; 

Good level of English and Arabic

Experience in managing international cooperation programmes is an asset.
