Safety and Security Officer

Position Summary:

The position will coordinate the safety and security of Anera staff, consultants, offices, distribution centers, and shelters in Gaza. This role involves monitoring and assessing local security conditions and contacting relevant agencies and authorities. Key responsibilities include coordination with COGAT & CLA as needed support permits for visitors and staff. Also, this position will develop and implement security measurements, conduct regular security assessments, and provide timely advice to staff.

Job Responsibilities:

- Develop and implement security and safety procedures to reduce risks and ensure the safety of personnel, premises, and assets.

- Conduct regular security assessments and threat analysis, and recommend appropriate prevention measures.

- Monitor the security system in place closely and provide enhancements when possible.

-  Maintains maps and circulars that facilitate staff security and access.

- Follow up and monitor the daily situation and the changeable circumstances on the ground. Support in the planning for alternative scenarios for different situations.

- Coordination with COGAT & CLA as needed. Supports permits for visitors and staff

- Share frequent reports on field updates when necessary.

- Monitor local security, conduct risk assessments, enforce security procedures, and offer timely advice to staff and management.

- Implement staff movement protocols, including vehicle safety measures and communication procedures, to reduce risks during field visits and missions.

- Meet visitors and local team and transport them to their destinations as may needed.

- Follow up closely on drivers and vehicle movements for effective planning to avoid any unexpected issues.

- Undertake security assessments for distribution centers, guesthouses, and offices. Provide recommendations to put in place security measures for their safeguarding.

- Support Anera to review safety and security plans regularly.

- Maintain contacts with relevant authorities and compile threat analyses, incident reports, and routine security updates.

- Perform and submit Site and Route Risk Assessments for locations, including shelters, guesthouses, and clinics where visitors will visit.

- Provide a security debrief and report at the end of every mission and write a report to summarize key areas of concern from a security perspective.

Qualifications:

- A university degree in a security-related field and an understanding of humanitarian and international development are required.

- Have experience in complex and high-risk environments, with knowledge of safety and security sectors and logistics duties. Strong analytical skills

- Minimum 5 years of relevant experience, including knowledge of the safety and security sector

- Effective communication abilities in English and Arabic, and proficiency in IT are essential

- Good interpersonal, communication, and networking skills and the ability to work successfully with multiple external and internal partners;

- Strong analytical skills

- Ability to conduct frequent visits as needed to different locations in Gaza.
