Safety & Security Officer

The Safety & Security officer reports directly to the Country Director (CD) and Safety and security Manager. S/he is responsible for the management of CARE'S fleet by providing technical and administrative support. S/he is also responsible for liaising with the Israeli/Palestinian officials and IDF to facilitate the processing of permits and movement of staff and visitors across checkpoints and passageways as well as ensuring that safety and security policies and procedures are adequate and known to staff, visitors, and partners.

S/he is expected to identify changes and analyze the security dynamics in West Bank and to effectively integrate safety and security policies and procedures into CO practice. 

Job responsibility #1: Safety and Security Policy, Procedures, and Risk Assessment

  1. Monitor and assess the security context and security situation in CARE’s programs areas and sites in the West Bank and adjust CO security protocols as required.
  2. Gather and collate available security information from sources such as OSAC, AIDA, UN, WFP, ICRC, through meetings with UNDSS, AIDA, ACU, and others, and through the media on an ongoing basis.
  3. Maintain a database of security incidents and a simple reporting system for staff.
  4. Propose scenarios and recommend appropriate interventions, and make an immediate assessment, and recommend appropriate actions in case of security incidents.
  5. Support the development & monitoring of the Emergency Preparedness Plans (EPPs) in scenario planning & risk monitoring.
  6. support updating security policy and procedures, including contingency plan, crisis management plan and evacuation plan
  7. Track security issues and liaise with the Palestinian authorities and Israeli officials and IDF (DCO, DCLs, CLA) to facilitate permits and ensure safe movement for staff, visitors, and partners across checkpoints and passageways during field visits in West Bank, and Jerusalem, ensuring robust maintenance of records and timely renewal of necessary permits
  8. Ensure that vehicle operation laws are always observed and that passengers wear their seat belts, use hands-free mobile kits, and carry only passengers that are approved by CARE policy.
  9. Conduct regular risk assessments to evaluate the level of threat and risk to staff and CARE’s resources.
  10. Support field office managers to ensure field offices safety and security procedures are in place.
  11. Work closely with CO management to ensure that existing and new staff and visitors are informed and aware of security policies and procedures and provide refresher training when needed.
  12. Ensure that staff members understand the importance of immediately reporting and documenting security incidents including vehicle accidents and handle all related security issues.
  13. Safely drive staff to and from the airport, crossing points, and various field locations as required.

Job responsibility #2: Communication of Security Information

  1. Update and disseminate staff contact information on a regular basis.
  2. Maintain correspondence files, and ensure that security information is kept inaccessible in electronic and paper systems.
  3. Monitor internal CO communication and information systems to ensure effective transmittal of information in cases of emergency.
  4. When directed by the CD, conduct professional liaison with security personnel in other NGOs, embassies and government liaison offices and participate in security information sharing meetings and forums.
  5. Provide daily and monthly reports, security advisories, and SMS alerts as appropriate for dissemination to the Staff, Partners, regional team and CARE Members partners when security threat levels are heightened.
  6. When Directed by the CD, coordinate and liaise with CARE International security units at headquarters and regionally.
  7. Provide security briefings to incoming visitors and safety & security orientation to newly hired staff.

Job responsibility #3: Workplace security, security of CARE assets and Allocation of CARE cards

  1. Ensure CARE physical properties and assets are safe and secure, such as offices, warehouses, staff, expatriate residences, and vehicles.
  2. Establish and maintain a system for efficiently issuing and controlling the use of CARE cards.
  3. Ensure all staff understand the CARE card process and ensure that new staff and visitors are allocated and turn in cards in a timely manner.
  4. Acting as the focal point in developing safe working arrangements during critical incidents such as humanitarian crisis, security incidents, etc. and support the top management in implementing safe or alternate working modalities.

Job responsibility #4: Managing CARE's Fleet

  1. Make sure that vehicles are sent into the garage for regular maintenance inspections and keeping a record of all maintenance done for all vehicles in coordination with field Admin/Procurement Officers when related to field office vehicles.
  2. Report major vehicle problems to management.
  3. Ensure vehicles are cleaned on a regular basis and are in good condition.
  4. Handle the fleet petty cash.
  5. Update, monitor, and report the vehicle logs for expenses and fuel consumption on a daily, weekly, and monthly basis.
  6. Ensure all vehicles have all the required papers and are equipped with the required safety equipment.
  7. Collect information on all accidents, follow-up with insurance and immediately generate a report for the CD, FAM and Human Resources Manager.
  8. Solicit and receive quotes from garages on necessary repairs and seek approval to initiate the repair, if necessary.

Job responsibility #5: Administrative Support

  1. Follow-up with Govt of Israel departments on a variety of documents as directed.
  2. Organize document transfers such as statements from vendors, deliver payments to vendors, and pick up bank statements.
  3. Translate administrative forms/documents from Hebrew.
  4. Perform some banking duties such as cashing checks or making deposits in Israeli banks.

Required

  • Bachelor’s degree in social sciences, Public Relations/Administration, or any related field.
  • Specialized training in safety and security management.
  • Minimum 5 years of relevant working experience.
  • Excellent interpersonal and communication skills.
  • Good knowledge of communications equipment and operations.
  • Ability to develop and manage a computer database and tracking systems.
  • Ability to write professional letters and reports in English and Arabic.
  • Ability to speak, read and write in Hebrew.
  • Good knowledge of Israel and West bank roads and routes.
  • Understanding and familiarity with governmental protocols with regard to safety and security and movement of people and goods.
  • Valid driving license.
  • Holder of Jerusalem ID
  • Ability to work autonomously in a highly stressful & challenging environment with tight deadlines.
  • Experience in emergency related activities

Desired

  • Training in internationally recognized safety and security protocols
  • 3 years of experience in security management at a humanitarian organization.
