Security Advisor
As part of the humanitarian response to the Occupied Palestinian Territory (OPT) crisis Terre des Hommes Italy (TdH It) is seeking for a Security Risk and Operations Management Adviser to join our team. The adviser will play a crucial role in ensuring effective security risk management, monitoring the overall security situation, and contributing to risk analysis and contingency planning. The role involves providing expert advice and support to staff and management to ensure the safe and efficient delivery of our programmes to both local and displaced communities.
This position will assess the security and operational environment in the West Bank and Gaza Strip, and subsequently develop comprehensive security and operations protocols to safeguard our staff and strengthen our mission's operations in the OPT. The adviser will also support potential missions by international staff into the Gaza Strip. We are looking for someone with an extensive experience in the security risk and operations management, with prior experience in the OPT. For this short-term but critical role we are looking for a person who is capable to engage on a short notice and to ensure effectiveness and sustainability of our operations in this context.
Main duties and responsibilities
1) Threat and Risk Assessment and security Management:
- Conduct a comprehensive on-the-ground assessment of potential threats and risks for Terre des Hommes Italy operations in Gaza and West Bank (General Assessment and Specific Security Risk Assessment).
- Support and Advice the CD (Country Delegate or Head of mission) in revising SMP (security management plan) and contingency planning, based on the findings of the on-the-ground assessment.
- Provide SITREP report, briefings and recommendations to inform and support CD in decision-making on security incidents and developments.
- Conduct continuous security assessments and Risk Analysis of operating environment and through collecting information from relevant sources in the different areas of operation and from the base security offices located in other areas/offices.
2) Standard Operating Procedures (SOPs):
Work with oPt team to strengthen the SOPs for staff and operations, including procedures for entry and exit, handling security incidents, operations, logistics and procurement potential challenges and outlining alternative arrangements.
3) Partner Security Management Plan:
Revise and strengthen local partner security management plan for the Gaza Emergency Response Program.
4) Training:
Provide security risk and operations management training to TDH It in Palestine staff and partners.
5) Coordination:
Create and maintain relationships with relevant Governmental bodies, UN agencies, other NGOs, and other relevant stakeholders in oPt and Jordan in order to maintain an in-depth understanding of the oPt (Gaza and West bank) operating context and security risk mitigation options.
6) Planning of the Gaza Assessment Mission:
Work with Terre des Hommes Italy team to elaborate an initial assessment mission Terms of Reference, roles & responsibilities, and operational plans. Advise Senior Management (CD and HQ Desk Officer) on go/no-go. Engage with oPt Country Office, UN, other NGOs and stakeholders in oPt and Jordan to get a more in-depth understanding of the Gaza operating context and risk mitigation options.
Type of the contract: This role is open to be filled on a consultancy basis.
Location: The work will be based in oPt (Ramallah or East Jerusalem).

- Extensive proven experience in security risk and operations management, particularly in military conflict zones. At least 3 years of experience working as security Officer/advisor or related position is required.
- Prior work experience in the OPT is required.
- Experience in elaborating security guidelines, suidance and SOPs
- Training and experience in crisis management, safety and disaster management
- Good attention to detail and analytical mindset with a capacity of the situation and context analysis
- Good communication skills, both oral and written for reporting and training purposes.
- Proven ability to work effectively under pressure displaying sound initiative and good judgment
- Language (Written, Spoken): Arabic - Excellent and English - Excellent
