Security & Logistics Manager – USAID Non-Revenue Water Management Project (NRWMP)
The USAID NRWMP, implemented by Tetra Tech International Development (International Development Jobs - Tetra Tech) in the West Bank is currently accepting expressions of interest from qualified candidates for a Security & Logistics Manager position. This position will be located in the main office in Hebron.
The purpose of this project is to improve Palestinians’ access to safe, reliable, sustainable, and climate resilient water services through: 1) the development and strengthening of the institutional capacity of the Hebron, Halhul, and Dura water utilities for sustainable, reliable, and climate-resilient water delivery service; 2) the implementation of strategic infrastructure works to support the objective of the activity; 3) the design and implementation of innovative solutions to expand the use of smart water management technologies for efficient, timely, and transparent water management; and 4) the design and implementation of innovative measures and public awareness campaigns to promote effective water governance at the utility and foster social behavioral change toward more efficient and responsible water use practices and trends. This is a full-time position based in Hebron with regular travel to Dura and Halhul.
The Security and Logistics Manager will report directly to the Director of Operations. The Security and Logistics Manager will be responsible for project logistics and security risk management for all aspects of the project and will also be responsible for coordinating with the Operations Team on all logistics activities related to the project and maintaining situational awareness and accountability of all property and project staff members.
Responsibilities:
- Monitor the security environment in the West Bank and report findings to the Director of Operations.
- Report all Serious Incidents to Director of Operations and Task Order Manager.
- Participate in the selection of the security provider and monitor the technical aspects.
- Be available to the Director of Operations and project staff to advise on security developments and incident management.
- Develop, review, and ensure effective implementation of the Tetra Tech-NRWMP Security Manual and develop and maintain an incident management plan.
- Ensure availability of all items needed in case of lockdown at the offices as well as international staff residence.
- Ensure that relevant staff members understand and are able to use security and safety equipment, including satellite phones, fire extinguishers, etc.
- Develop and implement security orientation for new staff (international and national) and visitors.
- Provide all in-country security and logistic support for staff and international visitors, including consultants in coordination with the project team.
- Adhere to all Tetra Tech and USAID standard operating procedures.
- Supervise and coordinate all logistic matters relating to transport and fuel management, to ensure that vehicles are insured, asset managed correctly, being driven safely, maintained appropriately, damages are reported.
- Organize field movements for staff members (flight and hotel booking, rental taxi, etc.).
- Ensure that vehicles internal equipment (tools, communications etc.) are complete and serviceable; and that usage of fuel is correctly supervised, and logged and recorded.
- Supervise the rental Service Contracts for vehicles.
- Manage office security tools (alarm system, cameras, and entrance access).
- Coordinate and manage all required project security clearances and permits

Qualifications:
- A minimum of a bachelor’s degree in Logistics, Supply Chain Management, Business Administration, Security Management or related field; masters preferred.
- At least ten (10) years progressively responsible work experience in managing complex project(s), including at least three (3) years of experience, with USAID or other donor funded program(s).
- Extensive experience in setting up and managing security and Logistic systems and protocols and providing training to staff and partners.
- Demonstrated understanding of complex emergencies, related security concerns, and appropriate responses to such emergencies.
- Good context analysis skills in Israeli political and cultural context.
- Oral and written fluency in Arabic, Hebrew, and English is required.
