CONTEXT AND BACKGROUND

Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intends to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF provides its help in respect of cultural diversity, without any distinction of origin, religion, or gender. SIF Palestine Mission was established in 2008 and since then, it has set up many concrete activities to help in a large scale and developed a comprehensive knowledge of the local context and understanding of local needs.

Job Summary

The main role of the Security Manager is ensuring, under the HoM responsibility, the security management, guaranteeing the safety of SIF teams, equipment and buildings in Palestine. As per the current context and the ongoing war in Gaza, the position will only focus in the West Bank, but this could be adjusted, depending on the context developments.

The Security Advisor is based in Ramallah and reports to the Head of Mission.

MAIN RESPONSABILITIES

Responsibilities

  • He/she is, under the HOM responsibility, in charge of the safety of SIF teams, equipment and buildings in Palestine;
  • Ensures, the implementation of the security measures and protocols throughout the mission;
  • Ensures the capitalization and archiving of documents and security management tools throughout the mission;
  • Ensures, together with the HOM, the drafting of the documents of the security pack of SIF in coordination and technical validation of the security referent and the Desk team of the headquarters;
  • Ensures geopolitical and security monitoring based on a solid formal and informal networks, allowing continuous analysis of the situation that he/she shares with the HOM, the Desk team and the security referent of the headquarters;
  • Participates and represents SIF in meetings dedicated to the security of humanitarian actors and SIF partners;
  • Ensures the writing and regular submission of weekly and monthly safety reports to the HOM and the headquarters;
  • Manages security incidents under the supervision of the HOM, in coordination with the Desk team and HQ Security Referent.
  • He/she is responsible to build active networks together with current safety/security information with monitoring ongoing security developments using open source and network intelligence;
  • Supervises and conducts security assessments and the implementation of mitigation measures according to the SIF protocols in all bases and areas of action of SIF;
  • Supervises and coordinates the security validation of the field movements of the SIF teams in all the bases and areas of activity of the SIF;
  • Follows-up on the field movements, in coordination with the Logistics department;
  • Ensures security briefings for any new SIF employee and HQ visitors/consultants in Palestine (national and expatriate staff);
  • Proposes and then ensures, under the supervision of the HOM, the implementation of contingency and evacuation plans for expatriate and relocated national staff;
  • Evaluates the performance of its team members (if any) regularly, before the end of the trial period and before the end of their contract;
  • Defines and updates the training plans of its team (if any) and monitors the impact of training;
  • Ensures the development of training modules and implements them with drivers, guards, and operational teams.
  • Any other related tasks or support needs to support the other SIF teams for helping activities implementation.

Additional Duties

The aforementioned duties are not inclusive and therefore are subject to additions and changes at any time.  Given the nature of this position and the working conditions in Palestine, additional tasks may be assigned by senior management at any time based on the needs of the mission.

Job Requirements

QUALIFICATIONS AND EXPERIENCE

  • Bachelor's degree in social sciences, public relations/administration, security and risk management-or any related field , Master preferably.  
  • Minimum experience: At least 5 years of experience in the security sector with NGOs;
  • Language level: Fluent and written competency in English and Arabic is required;
  • Software level: Master of Word, Excel, Outlook and internet search methods;
  • Master standard security documents: contingency plan, risk analysis and matrix, context analysis; actors mapping, incident report, “how to react” guidance,..;
  • Master security and context issues, in Palestine;
  • Organizational and writing skills;
  • Master in security assessment, planning and security monitoring tools;
  • Managerial skills.
