Project: USAID/West Bank and Gaza (WBG) Accountable Local Governance Activity

Level of Effort: Full-time

Location: Ramallah, Palestine

PROJECT BACKGROUND:

USAID/West Bank and Gaza (WBG) Accountable Local Governance Activity is a four-year, four months project that aims to improve the delivery of essential public services and to promote inclusive and accountable governance. The Activity interventions will improve service delivery, enhance the effectiveness of municipal operations, strengthen local government unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance. 

 ROLE PURPOSE:

Rooted in a “Be Secure” culture, staff security is a DAI priority.  DAI Global Security advises and enables DAI businesses to operate securely and provides DAI staff with the tools and preparation needed to be -- and feel -- as secure as is practicable. To achieve this, the following principles apply:

The purpose of the Security coordinator is to:

  • Support, design and execute plans and procedures that shape a “Be Secure” culture across ALG locations.
  • Monitor, assess and report, through established Global Security processes, enhancing understanding of threats and establishing informed mitigation measures for DAI’s people and work. Security risks must be assessed and mitigated through a comprehensive risk understanding.
  • Design and deliver training content, ensuring ALG staff are provided with what is needed so they are in a state of Deemed Consent.
  • Analyze and mitigate security risks that would affect the project staff, project office and project implementation. They should work directly with the Chief of Party to minimize security risks and hold security training for project field staff.

The position is as a key risk advisor to ALG’s Chief of Party and DAI Palestine’s Country Director serving as Global Security’s extension in the project’s areas of operation.

This position will report to the Global Security Director, Global Operations and Regional Security (Middle East & Central Asia)/RSD with a dotted reporting line to the ALG Chief of Party (COP). These reporting lines are important in establishing separate lines of responsibility and accountability.  The position will closely collaborate with DAI country and other project leadership to ensue a well rounded and networked understanding of risk and security.

Job Requirements

 KEY DUTIES AND RESPONSIBILITIES:

  1. Strategic:
  • Conduct security assessments (physical and political) through a localized and regional conflict lense, in support of scenario based analysis and security planning.
  • Develop, in close coordination with the Global Security (GS) RSD and DAI Palestine Country Security Focal Point (CSFP), project security plan.
  • Support the design and deliver security training to ALG staff.
  • Establish and maintain close coordination with GS RSD, ALG leadership and DAI Palestine ensuring understanding and alignment.
  • Ensure that DAI has a synchronised approach to obtaining necessary project permissions for access in all current and future areas of project operations.
  • Ensure DAI, develops and owns a common and factual based security understanding across areas of project  
  • Oversee and mentor project Field Security Focal Points (F-SFPs), ensuring that they apply DAI best practices and a synced approach to security across locations.
  • Coordinate closely with security counterparts (government, INGO, Implementing Partner and others as relevant).
  • Ensure project F-SFPs and others with risk management roles such as IT, Finance, Logistics, Compliance and HR are coordinated and understand crosscutting risks.
  • Develop and maintain comprehensive risk matrix for all locations.
  • Develop a ‘Be Secure’ culture by exemplifying behaviours such as thoughtfulness, precision and proactiveness in risk assessments, training, internal and external ALG engagements and communication.
  • Proactively research, identify and share emerging threats and risks, and develop threat/vulnerability analysis to compliment preparedness, avoidance and response.
  • Provide weekly verbal and as needed security updates to the COP and project leadership.
  • Serve as a key member of ALG project resilience and business continuity structures, relying on risk management best practices.
  • Be the main ALG Point of Contact (PoC) for liaison with key in-country security coordinating bodies (agencies) and individuals.
  1. Operational:
  • Quality Control/Quality Assurance of local static and mobile security services as relevant.
  • Advise and lead on emergency response as relevant and directed.
  • Ensure any plans, movements, operations, proposed changes, or recommendations are fair and reasonable and within the context of the relevant project.
  • Deliver prudent oversight of budgets, equipment, technology, and personnel, and allocate resources to meet changing security needs and new threats.
  • Approve and manage security procurement items such as communications equipment, vehicle tracking equipment, medical kits, security upgrades and ancillaries.
  • In coordination with DAI Global Security, develop analysis and reporting templates and guidance. Ensures quality of such.
  • Ensure legal, financial and performance compliance from security providers.
  • Provide written briefings and updates as necessary to include situation overview, assessment and recommendations.
  • Support route assessments and provide advice on travel management.
  • Ensure vehicle fleet is always ready for safe travel and drivers are trained and understand threat detection and reporting.
  • Conduct various drills, as per pre identified risks, on a scheduled biannual and as needed basis.
  • Track and analyse country wide and project specific incidents, devising necessary mitigations based on lessons learned.
  • Visit ALG areas of operation on a quarterly schedule and as needed. Remain in contact with law enforcement agencies in all locations and across he various administrative bodies impact the project’s operations.
  1. Communication And Management:
  • Communicate directly with Global Security and project stakeholders in all locations.
  • Attend all project leadership meetings and planning sessions to closely understand project and context specific security concerns.
  • Liaise with key in-country coordinating bodies including Security Agencies as required.
  • Emergency response and reporting to Global Security as required.
  • Write scheduled and as needed reports including situation, assessment, and recommendations.
  • Maintain and improve a coordinated security communication system across locations.
  1. Compliance:
  • Ensure security company contract/s is/are compliant with local regulations, client and DAI policies.
  • Supports HR and project teams in staff, subcontractor, provider, and vendor vetting as relevant.
  1. Training
  • Identify security training needs and develop corresponding training materials.
  • Develop DAI wide training materials in coordination with Global Security and relevant project security staff.
  • Deliver security training on a quarterly basis and as needed.

QUALIFICATIONS:

Minimum Qualifications:

  • Bachelor’s degree and minimum 5 years of relevant professional experience.
  • Equivalent combinations of education and experience will be considered.
  • In depth understanding of security, political and economic challenges in project locations.
  • Understanding of location security providers, their offerings, and gaps.
  • West Bank experience.
  • Demonstrated capability in analyzing information, synthesizing, and creating reports for decision makers.
  • Self-directed with strong organizational skills and the ability to prioritize multiple tasks/competing priorities simultaneously.
  • Proficient in MS Office applications.
  • Able to handle confidential and/or sensitive information with discretion.
  • Able to work in Ramallah.
  • Able to travel to all current and future project locations.
  • Excellent Arabic written and oral communication skills, with the ability to communicate clearly and professionally with internal and external stakeholders, and tailor communication style to diverse audiences.
  • Conversational English and ability to write and present.
  • Able to build and maintain excellent working relationships with staff at all levels of the organization and external clients from diverse backgrounds.
  • Able and willing to adjust work schedule, if needed, to support teams located in different time zones.

Preferred Qualifications:

  • Advanced degree (MA or MSc) in International Relations, Risk Management, War Studies, International Security, International Development or relevant area of study.
  • English and Hebrew professional working proficiency.
  • Knowledge of PowerBI, Mapping software (Google Maps, ArcGIS), etc. is a plus.

REPORTING:

The Security Coordinator position will report to the Director of Finance and Operations, DAI Global Security Director, and ALG Chief of Party (COP).
