Background

The USAID-funded Trade, Investment, and Finance (TIFA) activity is implemented by Chemonics International in the West Bank and Gaza. The project seeks to drive transformative impacts for the Palestinian sector through increased trade and exports and position the Palestinian economy for growth.

Position Description

The objective of the Security Manager position is to develop security protocols for project-related operations and keep project teams informed with up-to-date local information that affects security procedures and day-to-day operations. They will be responsible for building and enhancing strategic relationships with relevant stakeholders, including developing relationships with local security professionals and NGO/IP Security Managers. The Security Manager must be exceptionally familiar with security dynamics and operating environment in the West Bank, and Gaza. They must also be able to work with and coordinate with all relevant regional stakeholders in the field and in the Chemonics Washington D.C. corporate office, while demonstrating sound judgment and a high level of discretion.   

Principal Duties and Responsibilities (Essential Functions)

As a Security Manager, the employee is responsible for the following principal duties and responsibilities:  

  • Security networking, information collection, assessments, and reporting  
  • Establish and maintain relevant relationships and monitor all other information sources, including open source, providers, and others, needed to obtain the most current information affecting the security of Chemonics programs in the West Bank and Gaza for the purposes of identifying potential program risk elements and developing mitigation strategies.  
  • Conduct and maintain dynamic risk assessments in the project’s areas of operation.  
  • Compile and disseminate timely and accurate security updates, recommendations for changes in posture or activities, and other relevant information to senior management teams and/or staff in-person or via e-mail, phone, or SMS as well as to the D.C. Office and Security Management Unit, as appropriate.  
  • Safety & security policies and procedures    
  • Acts as primary point of contact for national staff for all matters of security and risk management
  • Provides administrative and coordination support during crises or incidents.
  • Provide security guidance for office and residence selections throughout the life of the project, including site security assessments and appropriate mitigation measures.  
  • Establish and maintain written standard operating procedures (SOP) for project offices tailored to the local security needs in coordination with project leadership on topics including but not limited to, access control, asset control, visitor procedures, usage of safety equipment, IT infrastructure security, and any other relevant systems to ensure optimal safe handling and training.  
  • Establish a full journey management plan for all project-related travel in the West Bank, Gaza, and Israel, including, but not limited to, pre-travel assessments, an approval process, and movement tracking.  
  • Establish and maintain a full emergency action plan that includes crisis and incident management preparations   
  • Ensure all staff, including international ST travelers, are appropriately briefed on all security requirements and SOPs and that all security-related trainings have been completed appropriately.  
  • Maintains inventories on first aid kits, fire equipment, communications hardware, etc.

 

  • Other duties as assigned by supervisor 

Supervision and Reporting 

The Security Manager will report to the Operations, Finance and Compliance Lead or his/her designee. 

Level of Effort and Period of Performance   

This position is long-term, on a full-time basis.  

Location of the Assignment

This position is based in Ramallah, West Bank and Gaza.

Job Requirements

Qualifications

  • Bachelor’s degree or equivalent demonstrated experience required.
  • A minimum of three years of experience in management and oversight of international development safety platforms that were implemented in high-threat countries, though 5+ years of experience is preferred.
  • Proven expertise in West Bank and Gaza / Israel safety issues, including assessing current threat environment, risk and site assessment experience, and best practice for movement and standard operating procedures.
  • Demonstrated ability to generate and leverage network connections to promote an accurate understanding of risk and strengthen knowledge of country context.
  • Demonstrated ability to deal with local authorities in West Bank and Gaza / Israel and expand network.
  • Ability to report to and coordinate with multiple stakeholders across the geographic scope.
  • Experience in training staff on safety measures.
  • Excellent written and oral communication and interpersonal skills.
  • Demonstrated working knowledge of MS Word, MS Excel, and other basic computer applications.
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English and Arabic is required.
