Project: Small and Medium Enterprise Assistance for Recovery and Transition (SMART)

Background
The Small and Medium Enterprise Assistance for Recovery and Transition (SMART) project is a four year, USAID funded program implemented by DAI. SMART aims to rapidly recover Palestinian small and medium enterprises (SMEs) and put them on a path to revitalization following unprecedented crises e.g., COVID-19. SMART will help SMEs regain productivity, grow, and expand. It will promote economic growth and self-reliance in the West Bank and Gaza.
Purpose
The Senior Business Advisor will help the Project’s COP and the Business Advisors to meet the demands of the program. S/he will provide an integrating role that is necessary to enhance the performance of all technical programs. As the most senior member of the technical team, the Senior Business Advisor will have primary responsibility for ensuring that activity implementation meets the programs indicators and providing feedback to the Chief of Party and the M&E team. S/he will also ensure that the project has a unified approach to tackle the overarching challenges faced by Palestinian firms through cross-cutting interventions. S/he will work with each Business Advisor to identify technical activities needed to address specific market failures in their respective regions. The person in this role will be responsible for ensuring that work plan interventions and activities are met in a timely and efficient manner while facilitating proper progress reporting to the COP.
Responsibilities
- Provide leadership and technical oversight to a team of Business Advisors and specialists based in Ramallah and Gaza.
- Develop market-based strategy, conduct technical analyses, and lead assessments on business competitiveness.
- Work with the private sector to identify and resolve barriers to growth and expansion at firm/ sector levels.
- Develop work plans for private sector engagement in collaboration with the COP, DCOP and MEL Director.
- Establish and oversee a project-wide activities and resource scheduling system. Responsible for rolling updates of annual work plan, and for facilitating annual activity planning process.
- Work with the Business Advisors to ensure that all technical and administrative critical path actions necessary to meet schedules, deadlines and deliverables are identified, programmed and acted upon.
- Assist the Business Advisors and the operations team with the preparation of technical implementation documents such as Scopes of Work for consultants and subcontractors, and grant agreements.
- Work with the Business Advisors to prepare reports and deliverables writing as needed.
- Ensure activities, deliverables and reports are on time/ on budget.

Requirements
EDUCATION
- Minimum of a Master’s Degree in economics, business, engineering or a related field preferred.
WORK EXPERIENCE
- 15 years of experience in private sector development, competitiveness, value chain strengthening, marketing, and export development in the West Bank and Gaza, including a minimum of 5 years of experience in a supervisory role managing economic growth assistance projects in developing countries.
- Demonstrate good understanding of Palestinian Private Sector and have working experience with Palestinian firms and Palestinian institutions.
- Proven experience in writing high quality technical and administrative reports, scopes of work, and other fundamental project implementation documents.
SKILLS& KNOWLEDGE
- Proficiency in financial and analytical skills is a must.
- Experience working on USAID economic growth projects is an advantage.
- High level of interpersonal and diplomatic skills required.
- Previous work experience in Palestine or the Middle East desired.
- Knowledge of Environmental and Social requirements is an advantage.
- Excellent verbal and written communication skills in English and Arabic are required.
- Highly organized and detail oriented.
Reporting
The Senior Business Advisor will report to the Chief of Party, and will directly supervise the Business Advisors and Program coordinators in the West Bank and Gaza and the Marketing Advisor in the West Bank.
