Senior Capacity Development Specialist-Ramallah

Catholic Relief Services is an international aid agency and has been present in the Jerusalem, West Bank, and Gaza since 1961. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of civil society, humanitarian assistance, youth development, education, and peace & justice. CRS is implementing the Civic Participation Program (CPP), a three year project funded by USAID that aims to strengthen the Palestinian civil society, by increasing Palestinian civil society organizations’ (CSO) viability and promoting civil society’s institutional development throughout the West Bank and Gaza.

CRS is seeking highly qualified candidates for the following position:

Position Title: Senior Capacity Development Specialist
Reports To: Deputy Chief of Party
Location: Ramallah

Job Summary:
The Senior Capacity Development Specialist will provide technical assistance and support to civil
society organizations in support of improved technical, financial, and human resource capacities. The Capacity Building Specialist will work with selected Civil Society Organizations (CSOs) to promote CSO networking and train CSO staff in finance, human resources, and advocacy/policy program implementation.
The Capacity Building Manager should have experience in advocacy, building civil society organization capacity, networking, finance, human resources, training and government-CSO communication. Through close collaboration with the Deputy Chief of Party, the Capacity Building Manager will:
-Provide technical knowledge about capacity building and advocacy to West Bank/Gaza program
staff and relevant CSOs.
-Propose and oversee administrative and logistical aspects related to capacity building activities.
-Implement training and technical assistance for CSOs to increase their knowledge of institutional
capacity, finance, human resources, advocacy, and policy development.
-Develop publications and tools that promote and explain core institutional capacity issues and
distribute among CSOs.
-Guide and ensure the highest quality of project monitoring, evaluation, reporting and communications.
-Develop strong organizational relationships and partnerships with local and national government authorities.

Position Requirements and Qualifications:
-Minimum of eight years experience in civil society strengthening, including capacity development,
community mobilization at the grassroots level, and civil society trainings and facilitations.
-Minimum of five years experience working in the Middle East with an understanding of the current
capacity of CSOs in West Bank/Gaza.
-Knowledge of democracy and governance issues in Palestine required.
-A Masters Degree in International Development, Political Science, Public Policy or a similar field.
-Excellent public speaking and writing skills in English.
-Fluency in Arabic required.
-Advanced computer skills, especially advanced use of MS Office.
