I-Background on ACTED
ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-orientated working environment.

In the occupied Palestinian territory, ACTED is both committed to humanitarian assistance and long-term development. ACTED strives to strengthen the economic capacities of communities, consolidate civil society organisations, and provide emergency assistance to the most vulnerable, rural communities in the West Bank, East Jerusalem and Gaza. ACTED currently seeks a safety and Senior Consultant for its humanitarian operations in Gaza.

Job Context
The response to the post 7 October war in Gaza is currently in an acute emergency phase characterized by massive displacement, a highly restrictive access situation and large-scale conflict in many areas of Gaza.
Acted, as a key responder inside Gaza and a major CCCM actor globally, has taken on the role of co-coordinating the Site Management Working Group.
In this context, while there is no clarity on the post war scenario for Gaza, it is nevertheless important for Acted and the aid system more broadly to anticipate the next phase of the response, when conditions will allow displaced people to move back to their governorates of origin, including in the North of the Gaza Strip.
To this end, Acted and IMPACT will develop an Area-based displacement and returns Plan (hereafter referred to as the Plan) to inform the discussion of the Site Management Working Group on the structuration of the Gaza wide response for supporting large-scale returns, and set the best possible conditions for the subsequent rehabilitation and reconstruction of Gaza.
Job Purpose
The senior consultant will support the development of this plan through the collection, analysis and consolidation of key datasets that cannot be accessed through existing secondary datasets. To this end, he / she will leverage his / her knowledge of and network within Gaza.
III-Position Profile
The Senior Consultant will:
-Undertake primary and secondary data collection and analysis relevant to the development of the Plan, as follows:
- The spatial organization of Gaza at municipality level and below prior to Oct 7.
- The governance systems and social networks in place prior to Oct 7 at municipality level and below, and how they linked to higher levels of governance when relevant.
- How these have been spatially affected by the War.
Analyze this information, map it, and draft a report in English with key findings and maps-
Support tthe draft of the final Plan document-

IV-Qualifications:
- Bachelor's degree in any relevant field.
- Strong knowledge of the local context.
- Experience in a relevant field.
- Excellent computer skills (office applications)
- Ability to work and communicate efficiently in English (verbally and in writing) is a pre-requisite.
- Ability to work under pressure, with peaks of heavy workloads, and to manage several tasks at once with tight deadlines.
