Job Description

AAM Consulting lead consortium is shortlisted for the World Bank funded Land Valuation System development project in Palestine.

We are seeking for a Palestinian expert for the Key Expert 3: Data Analyst position to be engaged for the project entire duration, fulltime.

We have a proven track record of over 2500 successfully implemented projects in Hungary and World-wide. AAM also has a currently running IT development project in Palestine. Most of our international works are development projects, funded by international donor agencies such as the World Bank, the EU, EBRD or the UN, and are carried out in the public administration sector for central and regional government agencies for reforming their operations and services provided. The project:

Consulting Services for Property Valuation system development, including (i) the Single and Mass valuation Standards, Methodologies and Software design, (ii) Developing the Single and Mass valuation system for the GoP (iii) Carrying out Pilot project in selected municipalities , which will include practical testing of the system and methodologies, and adjustment of the valuation methodology and software based on results, 9iv) Draft Regulations, bylaws for Valuation Profession.

The expected project start date: June 2022

Duration of the project: 18 months

The Client: Palestinian Land Authority

Location: Palestine, Ramallah (for main activities); Ramallah, Al-Biereh, Dura and Salfit for pilot activities.

Job Requirements

Required Qualifications:

University degree in the followings: Computer Science, Data Science, Software Engineering, Information Technologies, Mathematics, Statistics or Engineering. (Please note: any other degrees are not accepted by the Client)
Knowledge and competences in:

statistical analysis and
geo-statistics, as well as in
In-depth knowledge and proven expertise in the followings: MATLAB, NCSS, SPSS, Pandas, R, or similar.

Minimum 7 years of proven experience as a data analyst.

Responsibilities including but not limited to:

A data analyst’s main tasks are:

to organize and analyze valuation and property data (including geospatial data), register (legal data) and property market data,
to develop mathematical models for assessing properties using mass valuation theory and statistical software designed for data analysis.
to analyze relationships for different classes of properties through multiple regression analysis and
to evaluate valuation models using sales ratio analysis and other statistical measurements.

Furthermore the expert shall participate in all project-activities, including the development of methodologies and standards, designing the valuation database architecture and the data collection and database population methods, and providing inputs to all project reports.
The KE3 expected to work with both in central and pilot activities, in all locations.
