Summary

Save the Children is seeking a Senior Early Childhood Education/Basic Education Advisor for the four-year USAID-funded Basic Education Activity which will strengthen non-governmental education services for Palestinian children of Kindergarten through Grade 6 allowing them to thrive and reach their full developmental potential. Under the Basic Education Activity, the consortium will work with the private sector, non-formal, non-governmental, community-based, and civil society partners to strengthen non-governmental early childhood and primary educational opportunities through high quality early childhood education services and supplemental support structures to strengthen foundational pre-primary and primary education for children in the West Bank, Gaza, and East Jerusalem.

 

This Senior Early Childhood Education/Basic Education (Sr. ECD/BE) Advisor will work closely with the Deputy COP to support all aspects of the early childhood components, management of all aspects of the project related to remedial/catch up and STEAM education, including but not limited to managing technical staff, overseeing the status and progress of the different activities, coordinating amongst implementing partners, ensuring adequate and timely reporting requirements are met, and representing the project in technical level meetings. They will adopt a people-centered approach in all program activities and promote the resilience and wellbeing of children, teachers and communities affected by crisis and conflict. They will also promote the acquisition of foundational skills for all children based on the national curriculum but including international best practices. They will collaborate with all relevant stakeholders to strengthen education systems as well as support the design of service delivery strategies, track progress towards program goals, and adapt as necessary.

This position is contingent upon donor approval and funding.

What You'll Be Doing (Essential Duties)

 

  • In collaboration with other relevant technical staff, lead, and strengthen and oversee the development and delivery of a high quality, inclusive, conflict-sensitive, culturally aligned and gender-responsive basic education program which puts children at the center of the process, resulting in increased learning opportunities at the pre-primary and primary education levels.
  • Ensure the technical and methodological soundness of activities, and in collaboration with the project team and partners, support the design and rollout of education activities that take conflict and/or crisis and emergency situations into account, are flexible in scale and sequencing, holistic in meeting the needs of children, resilient and responsive to contextual uncertainties.
  • Contribute to program research and monitoring, and in collaboration and consultation with USAID and other stakeholders, refine and adjust technical approaches and annual work plans to achieve program goals and the promotion of wellbeing and learning for all children.
  • Collaborate with the Ministry of Education and key stakeholders to integrate strategies that efficiently and effectively assure children have access to opportunities to transition into the formal school system.
  • Collaborate with key stakeholders to integrate emergency preparedness and gender responsive strategies to the program.
  • Collaborate with the Ministry of Education, key USAID implementing partners and other donors and stakeholders to promote sustainability, efficiency, and the adoption of successful program strategies into the national education approach.
  • Provide technical and program guidance and oversight in the design and implementation of the program.
  • Contribute to the gathering and application of relevant research and monitoring data to inform programming.
  • Document and disseminate innovation and good practices.
  • Prepare or contribute to high-quality, accurate and timely reports for Save the Children, project partners and USAID as required.
  • Represent the program as required to promote sustainability and impact.

Job Requirements

Required Qualifications

  • Advanced degree (Ph.D. or MA) from an accredited university in Education, Early Childhood Education, or related field.
  • At least 10 years of working experience in the field of early childhood education, remedial education, non-formal education, foundational learning, and extra-curricular programming in the areas of extracurricular, or girls’ education programs.
  • Significant prior experience with ECE programming.
  • Experience working in the Education sector and an understanding of the local context.
  • Experience working in developing and/or humanitarian contexts.
  • Strong communication skills, both verbal and written.
  • Fluency in Arabic and, at least, working level in English.

Preferred Qualifications

  • Experience in using assessment and measurement tools and developing materials for Early Childhood Education and Basic Education.
  • Experience in developing monitoring and evaluation systems for education programs is highly desired.
  • Strong leadership skills and the ability to develop relations with technical staff, local counterparts, donors, and other stakeholders.
  • At least four years of work experience in the MENA region
  • Fluency in English
