Most of the staff members are refugees themselves, working directly to benefit their communities – as teachers, doctors, nurses or social workers.
The successful candidate of this job will be responsible to the Head Emergency Programme. He/she is responsible for the planning, coordinating and managing the implementation of the emergency assistance; supervises a sizeable team of staff in area offices and distribution centers.
MAIN RESPONSIBILITIES
In accordance with Agency policy and procedures, the ideal candidate:
-Is responsible for the planning, coordinating and managing the implementation of the emergency assistance; supervises a sizeable team of staff in area offices and distribution centers.
- Ensures that the programme’s resources are used to target the poorest of the poor, through the introduction and proper management of poverty based targeting mechanism;
- Closely coordinates emergency activities related to food packing and distribution, logistics and shelter with CFRSSP, FPLO and C/FICIP respectively;
- Oversees the business processes used for the delivery of emergency food and shelter assistance for maximizing accountability and efficiency;
- Ensures sustained community outreach by informing the public about developments related to the Emergency Programme, identify emergent needs and recommends solutions;
- Ensures the implementation of recommendations related to control and accountability resulting from evaluation aand reviews done by Emergency Programme Support Officer;
- Responds to acute emergency situations within the framework of Emergency Response Mechanism and available resources;
- Performs such other duties as may be assigned.
PERSONAL & PROFESSIONAL COMPETEN CIES
- An advanced university degree in social sciences, political sciences or other related discipline.
-At least seven years of relevant experience in programme / project planning, monitoring and evaluation or related fields.
- Excellent command of written and spoken English and Arabic.
- Demonstrated organizational and leadership skills;
- Demonstrated proficiency in programme / project management;
- Strong analytical skills;
- Proficiency in standard computer applications used by the Agency;
- Integrity, professionalism and ability to work under pressure.
- It is desirable to have previous experience in humanitarian and development work and previous senior management experience; also possession of a valid driving license.
CONDITIONS OF SERVICE
-Basic Salary: Monthly basic salary $ 1,463.70; plus a senior professional officer allowance of %25 of the basic salary; plus a currency adjustment factor (present rate 15%) and monthly dependency allowance up to $123.25.
- Contract Duration: One year
- Leave: 30 days annual leave
- Pension: Provident Fund contribution
- Other conditions of service and benefits may apply.
EQUIVALENCY :
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered

Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. An internal candidate with a temporary-indefinite or fixed-term appointment selected for this post will retain his/her current contractual status and entitlements in accordance with current letter of appointment and applicable Area Staff Rules. With their prior agreement, candidates who are approved as suitable for appointment but are not the selected candidate for this vacancy, will be placed on the Agency’s roster of pre-approved candidates for a period of up to one year, and may be considered for future vacancies in the same position.
The Agency maintains the discretion to fill future vacancies for this position from the roster without readvertising the vacancy.
