Background
International Organisation of Supreme Audit Institutions (INTOSAI). states “Audited Entities have the right to expect and insist on competent audits. Audit staff must have the competence and expertise to conduct audits”. To fulfil that responsibility SAACB needs to train a number of officials over extended periods .Such training is not limited to new recruits but extends to middle and senior management so that audit bureau can progress as an integrated entity..
The objective of the project is to provide institutional development and capacity-building. It is working with the bureau to move towards full INTOSAI compliance, so that SAACB can become a core institution of public financial management within the Palestinian National Authority. This is all the more crucial with the impending application of SAACB for INTOSAI membership
Description of the Role
Specific Objectives of the Assignment
Presently, SAACB has tentative views of the institutional strengths, knowledge and skills pool within SAACB and knowledge and skills gaps at junior, middle and senior management levels. This assessment has to be professionally enriched in due course. In addition, to bridge the capacity gap SAACB has to undertake a number of interventions, including strengthening the existing laws, developing a capacity building strategy, setting up a training department, suffusing the training department with expertise and drawing new and qualified talents. These efforts need to be translated into planning and budgeting for various training courses, different methodologies for these courses, induction training, refresher courses, internships, twinning , training in other SAIs , designing training manuals for new audit mandates, participation in conferences/seminars, stake holder education etc
Training is the primary means of bridging the gap between existing and desired performance goals. Training department should be vigilant in seeking new sources of knowledge, new avenues of funding, new resource persons, new developments and trends in Accounting, Auditing, IT, and including modern working methods. The Training department will also factor in recommendations of SAACB Research and Quality Assurance unit and the audit methodologies recommended by INTOSAI,ARABOSAI, ISSAI etc To realize these several goals a blue print in the form of a manual is proposed which will provide a roadmap for SAACB and its staff.
A Training Manual is an evolving subsidiary regulation of the institution. As the institution expands its writ with new jurisdictions such as Environment Audit ,Procurement Audit Infrastructure Audit or Bank Audit enabled by new mandates, corresponding training manuals will need to be designed. But the existing regularity and performance audits of SAACB in several jurisdictions demands training calendar, methodologies and strategy. The manual will serve as a one-stop guide for the trainers in facilitating training in the audit of MDAs, NGOs, LGEs, PCEs, procurement processes, donor funded programmes, etc .
The manual can be continuously updated but the training framework has to be definitive. The manual will encompass training techniques for the generic issues of audit methodology adopted by SAACB and shaped by INTOSAI standards of audit, the specifics of the audit processes, techniques and procedures applicable to the five jurisdictions namely MDAs, Local Governments, NGOs, donor funded projects and Government Commercial Enterprises The manual will also present models of training plan, list training aids and training techniques such as group discussion, training calendar and budget etc to enable the training department to deliver its responsibilities. It will be a precision reference guide.
The manual will also update the Trainers’ Training Guide delivered during previous phase
Requested Services
The proposed services relate to Activities 1.1 to 1.7, and 2.2 of the Project ToR.
3 Expected Results
-Leadership involvement in establishing training culture in SAACB
-Strengthened training division to build competence and capacity in internal and external training strategies
-Delineation of the internal strategies for Induction training; on the Job training; Refresher training; Technology training; Promotional training; and Remedial training.
-Delineation of the external strategies for internships, secondments , twinning, seminars conferences, study tours etc
-Audit Knowledge sharing programmes for stake holders e.g. strengthening internal audit
-Improved planning , budgeting and execution of capacity building measures
-Improved sourcing of resource persons for quality training
-Enhanced international net working for capacity building
-A manual for training methodologies in line with INTOSAI guidelines including for Trainers’ Training
-Expert’s Profile
Qualifications of the Expert
-University level education
-INTOSAI Certification as a training expert
Experience of the Expert
-Minimum of 10 years of experience as Training Expert within the SAIs
-Minimum of 5 years of experience in designing Training plans, budget, calendar etc
-Minimum of 3years of training experience with any international institution as Trainer
-Fluency in the Arabic language is highly desirable

Schedule and number of days for the Assignment
Total of 22 days - in the period from 15 November 2016 to 31 January 2017
02 days familiarisation with the Four Directorates of SAACB on audit mandates and one with Training unit
15 days for customized manual preparation in collaboration with the Training Department with templates for standardized training frameworks, individual Training courses budget, Annual budget for Training wing, Annual Training Calendar, Training schedule, letters to resource persons, correspondence with international institutions etc
02 days transferring knowledge and skill to the Training wing on new techniques and plan
02 days for updating the Trainers’ Training Guide
01 day orientation course for senior management of SAACB
