Senior Finance Officer
Background:
Turquoise Mountain is a non-profit, non-governmental organisation established in 2006 to revive traditional crafts, historic areas and to provide jobs, skills and opportunity through cultural heritage projects. By blending heritage buildings, education and enterprise, Turquoise Mountain has created sustainable heritage places and livelihoods that support the revival of artisan industries. Turquoise Mountain now works in Afghanistan, Myanmar, Saudi Arabia, and the Levant. Since 2006, Turquoise Mountain has restored over 150 historic buildings, created employment for thousands of artisans and builders, built over 50 small businesses, and supported and generated over $17 million in sales of traditional crafts to domestic and international markets.
Turquoise Mountain Levant works in Jordan, Palestine, and the wider region to support cultural heritage. We connect hundreds of artisans to new and sustainable markets, provide training and education in traditional crafts, and lead sustainable regeneration projects of historic buildings.
Job Summary:
The Senior Finance Officer is responsible for the overall financial health and management of Turquoise Mountain Trust and Turquoise Mountain Trading in Palestine. This role requires a strategic mindset, strong financial acumen, and a deep understanding of both for-profit and non-profit operations. The Finance Officer will ensure financial sustainability, optimize resource allocation, and maintain compliance with Palestinian tax laws and regulations.
Key Responsibilities:
• Financial Planning and Strategy:
Maintain good communication with local government, district partners, and other stakeholders, cooperating with relevant organizations
Develop and implement comprehensive financial strategies aligned with organizational objectives.
Prepare and analyze financial models, forecasts, and budgets.
Conduct financial feasibility studies and risk assessments.
• Financial Management:
Oversee day-to-day financial operations, including accounts payable, receivable, and general ledger.
Manage cash flow and ensure optimal utilization of financial resources.
Monitor financial performance and provide regular reports to management.
Ensure that partner’s processes such as procurement, recruitment and training session delivery are as per standard practices and organizational policies.
Contribute to partner and vendor assessment or any other due diligence assessment as asked by the country office
Any other tasks as assigned by the Supervisor
• Grant Management:
Plan, implement, monitor, and report project activities aligned with project objectives and as per detailed implementation plan.
Manage and monitor grants from various donors, ensuring compliance with donor requirements.
Prepare timely project progress reports, including partner and project progress reports
• Financial Reporting:
Prepare accurate and timely financial reports for internal and external stakeholders.
Ensure compliance with financial reporting standards and regulations.
Provide financial analysis and insights to support decision-making.
• Tax Compliance:
Ensure compliance with Palestinian tax laws and regulations for both for-profit and non-profit entities.
Prepare and file tax returns accurately and timely.
Advise on tax implications of business decisions.
• Audit Coordination:
Collaborate with external auditors to ensure compliance with auditing standards.
Prepare necessary financial documentation for audits.
Implement audit recommendations to strengthen internal controls.

Skills and Qualifications:
- Degree in Accounting or Finance
- Minimum of Five years of experience, preferably in Non-For-Profit entities
- Strong financial acumen and analytical skills
- In-depth knowledge of accounting principles and financial management
- Experience in both for-profit and non-profit financial management
- Comprehensive understanding of Palestinian tax laws and regulations
- Proficiency in MSOffice, QuickBooks & Xero.
- Excellent oral and written communication skills in both Arabic and English.
- Ability to travel around the West Bank
Location: Based in Bethlehem, with occasional travel to Ramallah
