Senior Finance Officer

Catholic Relief Services is an international aid agency and has been present in the Jerusalem, West Bank, and Gaza since 1961. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of civil society, humanitarian assistance, youth development, education, and peace & justice. CRS is implementing the Civic Participation Program (CPP), a three year project funded by USAID that aims to strengthen the Palestinian civil society, by increasing Palestinian civil society organizations’ (CSO) viability and promoting civil society’s institutional development throughout the West Bank and Gaza.
CRS is seeking highly qualified candidates for the following position:

Position Title: Senior Finance Officer
Locations: Ramallah

Job Summary:
The Senior Finance Officer is responsible for all financial issues related to the CPP program, S/he will manage the daily financial operations (accounting, financial management, budget monitoring, reporting and Sun Systems Administration) of the project and ensure that the financial accounting environment is incompliance with CRS policies and procedures, USAID rules and regulations & local government requirements.
Additionally, the SFO will ensure that all Project Advances issued to partners are properly accounted for, and liquidated within the established deadlines. Review liquidation requests submitted by partners, and ensure the liquidation documentation is in conformity with generally accepted accounting principles and in compliance with CRS and donor requirements.
The SFO will provide technical support and coaching to Assistant Finance Officers (AFOs), Local Office staff and will also coordinate with Senior Capacity Development Specialist to provide technical support and guidance to local partners in grants financial management and budget support as needed.

Position Requirements and Qualifications:
-University degree in a respective field such as Accounting, Finance, Financial Management; significant work experience in a directly related field will be considered in lieu of a graduate degree.
-At least 7 years work experience in financial management with experience and Knowledge of international donor.
-Experience with accounting systems required; Sun Systems experience preferred.
-Fluency in written and spoken English; excellent written and oral communication skills.
-Demonstrated organizational ability is strongly desired.
