B&V a USAID Contractor located in Ramallah and working in the infrastructure sector throughout
the West Bank is seeking experienced and qualified candidates for the following position:

Senior GIS Specialist

The Senior GIS Specialist will be responsible for management and performance of Geographic Information System (GIS) activities in support the of the INPII program. The successful applicant will be experienced in a wide range of GIS applications as noted below.

Responsibilities:
-Use GIS to produce cartographic maps and exhibits to support the needs of engineers and administrators in the Infrastructure Needs Program Phase II (INPII) program. Meet with end users to define data needs, project requirements and presentation format for the required GIS products.
-Use GIS to perform spatial analyses of engineering and geographical data to assist engineers and
managers with the understanding of complex spatially distributed systems. Work with the end users
to determine the appropriate analytical methods, define data requirements and establish the optimum output format (graphical and tabular) for presentation and comprehension of the results.
-Use GIS to support the specific needs of water, wastewater and roadway infrastructure planning, modeling and design activities including; construction of water distribution and wastewater collection networks, transportation networks and import and export of data from GIS-centric software applications such as hydraulic models, asset management and computerized maintenance and management systems.
-Prepare and maintain water, wastewater and roadway asset inventories with proper topology and
attributes needed for display and understanding of spatial and functional characteristics. Gather data from a variety of sources and perform data clean-up, completion and conversions as needed to create data-bases which meet the needs of the INPII engineers and managers.
-Manage all GIS data-bases, files and programs associated with the INPII program activities including storage and transfer of files and finished products to home office, subconsultants and agencies as needed. Work with IT staff to maintain the GIS software and hardware in up-to-date and good working order.

Minimum Requirements:
-Bachelor of Science in Civil Engineering or related field with an emphasis in GIS.
-Have at least 6 years of professional experience in the application and practices of GIS for planning, analysis, design and management of spatially distributed and linear assets.
-Excellent knowledge of GIS software including; ArcGIS, ArcInfo, Arc Scene and ArcGIS Spatial
Analyst and 3D Analyst. Good knowledge of AutoCAD software and other related technologies.
-Attention to detail with strong analytical skills,
-English Language fluency, spoken and written.
-Have sense of initiative and ownership,
-Good team working skills – works well with others
-Valid Driving License
