CRS is implementing a 4-year USAID-funded project to develop Palestinian civil society, by increasing Palestinian civil society organizations’ viability and promoting civil society’s institutional development throughout the West Bank and Gaza. The Civic Participation Program (CPP) is in its third year, with a current expiration date of September 2014. CRS is seeking highly qualified candidate for the following position:
Position Title: Senior Grants & Compliance Manager (SGCM)
Location: Ramallah, West Bank
Reports To: Deputy Chief of Party
JOB SUMMARY:
The SGCM will supervise two Assistant Grants & Compliance Officers (AGCO) and will be responsible for compliance specific to USAID rules and regulations and CRS policy. This includes overseeing the preparation of Partner Information Forms, vetting processes, and agreement preparation. S/he will also work with AGCOs to prepare and submit monthly USAID Sub-Award Reports. Additionally, the SGCM will build partners’ capacity on various areas of USAID policies, procedures, and compliance requirements. The SGCM will manage the grant cycle, including preparing grant solicitation and application materials, and tracking applications, and will oversee the review of partner financial liquidations for compliance considerations. The SGCM will ensure the provision of grant data to update Geo-MIS and TraiNet.
QUALIFICATIONS:
Technical/Professional
-Graduate degree in a respective field such as MBA, Financial Management; significant work experience in compliance or another related field will be considered in lieu of a graduate degree;
-3-5 years’ experience in compliance, procurement, contracting and/or audit; experience with USAID
regulations, including, but not limited to USAID 22 CFR Part 226, 2 CFR 230, and Mission Order 21;
-Fluency in written and spoken Arabic and English; excellent written and oral communication skills.
-Supervisory experience and the ability to transfer knowledge and skills formally and informally;
desire and ability to mentor staff;
-Proficient in MS Office Suite including Word, Excel, Outlook, Power Point, etc;
-Able to travel within West Bank (approximately 40%).
