PROJECT BACKGROUND:
USAID/West Bank and Gaza (WBG) Accountable Local Governance Activity is a four-years project that aims to improve the delivery of essential public services and to promote inclusive and accountable governance. The Activity interventions will improve service delivery, enhance the effectiveness of municipal operations, strengthen local government unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance.
ROLE PURPOSE:
The Senior Human Resources and Administration Officer supports the project team in all HR activities according to DAI’s policies and procedures and USAID requirements. This includes recruitment, staffing, onboarding, maintaining employee records and ensuring all personnel files are complete and up-to-date. The officer provides guidance and support on HR-related matters, including benefits, leave management, and performance evaluations.

Key Duties and Responsibilities:
- Identify qualified candidates, invite and encourage prospective candidates for employment, screen candidates in collaboration with the hiring unit, shortlist ideal candidates, participate in interviews, and make hiring recommendations.
- Inform shortlisted candidates about tests/interviews and final results, notify applicants of selection process results, prepare job offers, check references, and ensure a transparent and bias-free recruitment process.
- Ensure recruitment compliance with DAI policies, USAID requirements, and country laws.
- Proactively ensure gender equity and social inclusion in recruitment processes, promoting a diverse and inclusive ALG team.
- Provide applicants and new hires with job information, including hours, pay, tasks, responsibilities, and working conditions.
- Plan and deliver HR training sessions, including travel to regional offices if needed.
- Conduct orientation sessions for new employees to familiarize them with DAI's policies, procedures, and culture.
- Establish a calendar and process for completing annual and probationary employee performance evaluations, train supervisors, and monitor compliance.
- Maintain a database of all employee contracts, including start and termination dates, salary information, and coordinate the preparation of employment agreements.
- Assist in updating the personnel and policy manual, advise on policy changes, and implement new policies from HO or management.
- Ensure all documentation is provided to departing staff, including exit orientation and return of project properties, and assist in drafting termination letters.
- Enter HR data into the Technical, Administrative, Management Information System (TAMIS) and generate required reports.
- Ensure accurate recording of personnel and pay records, including leave taken and available, and advise the Director of Finance and Operations monthly.
- Supervise the maintenance of all staff timesheets, prepare monthly timesheet reports for finance, and manage changes in status, increases, or transfers for payroll.
- Establish and maintain personnel files in the Amman office.
- Maintain and regularly update organizational charts, distributing them to key staff.
- Organize team-building activities to promote teamwork and a positive work environment.
- Manage all HR-related duties during project closeout.
- Understand and ensure compliance with DAI and USAID rules, regulations, processes, and systems.
- Ensure staff safeguarding and uphold a strict zero-tolerance policy towards corruption and unethical behavior.
- Uphold DAI ethics and values in all aspects of the job.
- Perform other related duties as required.
Qualifications
- Bachelor's degree in Human Resource Management or a related field; an advanced degree is preferred.
- 7+ years of work experience in Human Resources, including recruitment, negotiation, employee performance management, and compliance.
- Prior experience working on USAID or other donor-funded projects.
- Experience working in the West Bank/Palestine.
- Knowledge of Palestinian Labor Law and/or legal regulations on labor.
- Professional proficiency in English and Arabic.
- Computer literate with experience in email, word processing, and spreadsheets.

- Training and/or work experience in problem-solving, leadership, and conflict management.

Reporting
The Senior Human Resources & Administration Officer will report to the Director of Finance and Operations.
