International  Organization seeks an experienced Senior Human Resources Management Advisor  as part of the USAID-funded Palestinian Health Capacity Project

PRIMARY RESPONSIBILITES

Build capacity in HRM areas including deployment, utilization, management, and retention, HRIS, task shifting; Work closely with the MOH HR Unit(s)

The Senior Human ResourcesManagement (HRM) Advisor will provide technical assistance to the Palestinian Authority Ministry of Health (MOH) Human Resources Development Department in order to build capacity in priority areas such as HR deployment, utilization, oversight and retention.  S/he will be seconded to the MOH from the Palestinian Health Capacity Project and will work to ensure the MOH benefits optimally from the Project’s expert staff and activities.

ESSENTIAL FUNCTIONS
-Introduce the Optimizing Performance and Quality methodology and assist the Palestinian Authority MOH Human Resources Development (HRD) Department to conduct a self assessment using the methodology (defining expectations, assessing current performance as per the expectations, developing plans to close the gap).
-Assist the HRD Department to develop a capacity building (CB) plan, based on the assessment and available data, including a workplan, budget, timeline and monitoring system.
-Advocate for and help identify needed budgetary support for the CB plan, from MOH (or other sources if needed).
-Organize technical assistance from the project team to help implement the CB plan, as appropriate; Advocate for the adoption of best practices in HR management and the use of HR data (e.g., HRIS).
-Coach and build the capacity of MOH counterparts to strengthen the selected HR systems, such as deployment and retention.
-Support appropriate SLG activities and working groups.
-Serve as a liaison to link the Project experts with HRD Department and other MOH leaders.

EDUCATION/EXPERIENCE REQUIREMENTS
-Masters’ degree in Human Resources, Public Health Management,or related discipline
-At least 10 years of related professional experience
-Demonstrated success in working with the MOH
-Demonstrated success in capacity building and mentoring
-Demonstrated exceptional interpersonal skills and ability to work well with a diverse team
-Demonstrated experience with HR management systems and human capacity development
-Prior experience working in health programs in the West Bank and Gaza region
-Fluent Arabic both spoken and written
-Strong written and oral communication skills in English
-Prior experience working with USAID preferred
