Purpose and Objectives
Al-Bireh Municipality is looking to hire Senior IT Project Manager/IT Consultant for one year extendable.
The Senior IT Project Manager will be responsible for coordinating all aspects of a technical project ensuring the final expectations are met. This person must be able to communicate with all departments within the municipality in order to ensure deadlines are being met, as well as report back to municipal council with the status of projects. This person will manage development teams in a dynamic, deadline driven environment. This person must work effectively with IT, engineering, purchases, public relations, and other internal business units to fulfil the requirements successfully. This person is accountable for monitoring progress, and keeping stakeholders informed throughout the project lifecycle. All of this takes place within the framework of achieving the municipality’s goals and achieving their vision.
Key Responsibilities
- To manage the project through all relevant stages of the systems life cycle from project initiation through to project closure and review.
- Working closely and in a daily basis with development team to plan, monitor and track progress of the development team effort.
- Develop detailed project plans to monitor and track the progress of the project.
- Measure project performance using appropriate project management tools.
- Coordinate with internal and external parties for the flawless execution of projects.
- Ensure the project/s are delivered on time as per planned.
- Perform risk management analysis to reduce project risks.
- Report and escalate to upper management as and when needed.
- Participate in testing the systems being developed.
- Review manuals and technical documentations.

Qualifications
- Bachelors in Computer Science, Computer Engineer or Software Engineer.
- 10+ years of technical project management experience.
- 4+ years of experience with Local Governorate.
- Experience in MS SQL Server.
- Experience in OOP.
- Experience in UI/UX.
- Experience in reports/dashboards tools such as DevExpress, SSRS, Telerik, or Power BI.
- Skilled at resolving problems and conflicting priorities and situations.
- Must be able to manage multiple projects at the same time.
- Excellent experience in data migration.
- Experience in Agile methodologies and framework such as Scrum, Kanban, etc.
- PMP, PSM, PMI-ACP Certification is a plus.
- Ability to create and deliver presentations tailored to the audience needs.
- Exceptional organizational, communication, and time management skills.
- Experience in conducting training and coaching is an added value.
Contract time frame
Full-time 40 hours/week.
Place of Work:
Al-Bireh Municipality, Al-Bireh.
