Senior Local Governance Programme Manager

Job Description

Denmark prioritises its development assistance cooperation with a strong focus on municipal
development and local governance while at the same time including local livelihood support,
human rights, and culture/civil society. Denmark is holding the co-chair for the Ministry of Local Government on municipal development and local governance and is the EU main responsible donor in the MD&LG sector.

The Senior Municipal Advisor located at The Danish Representative Office (DRO) in Ramallah wishes to employ (two years contract – renewable) a Local Governance Programme Manager on a full time basis to manage - in cooperation with the Senior Advisor - our municipal development and local governance portfolio in the West Bank and Gaza, while at the same time assisting in the management of other development assistance cooperation.

Required skills and qualifications:
-Masters Degree in economics, political science, social science or other relevant area with a minimum of 7 years relevant post-graduate experience.
-Relevant municipal development and local governance sector experience from working with e.g. PA authorities, donor, international/national organisations, and research institutions.
-Fluency in both written and spoken English and Arabic.
-Proven experience in project cycle management including financial management to identify, formulate and monitor complex develop assistance programmes and project including the formulation of Terms of Reference, Logical Framework Approaches.
-Proven experience in policy dialogue with multiple stakeholders and institutions.
-Excellent negotiation, communication and advocacy skills. Excellent team player.
-Ability to fully take charge of the portfolio under your responsibility, take initiatives, work effectively and efficiently in a results-oriented manner, while often adapting to changing circumstances in an often hectic working environment.
-Good IT skills: full familiarity with Microsoft Office (Word, Excel), and similar applications.
